SECURITY SERVICES FOR VARIOUS PW STORMWATER MAINTENANCE FIELD LOCATIONS (BRC0000374) PLEASE TAKE NOTICE that Public Works requests proposals for five Security Services for Various Public Works Stormwater Maintenance Field Locations (BRC0000374) contracts. Each of these contracts have been designed to have a potential maximum contract term of 4 years, consisting of an initial 1-year term and three potential additional 1 year renewal options. The total estimated annual contract amounts for each service contract group is as shown in the chart below: Location Group A: Northeast Region - $375,000 Location Group B: East Region - $600,000 Location Group C: Southeast Region - $550,000 Location Group D: Southwest Region - $650,000 Location Group E: Northwest Region - $650,000 The Request for Proposals (RFP) with contract specifications, forms, and instructions for preparing and submitting proposals may be accessed at http://pw.lacounty.gov/brcd/servicecontracts/ or may be requested from Messrs. Doing Business with Local Small Business Enterprise, Disabled Veteran Business Enterprise, and Social Enterprise The County strongly encourages participation from firms, primes, and subcontractors, which are certified in the County's Local Small Business Enterprise (LSBE), Disabled Veteran Business Enterprise (DVBE), and Social Enterprise (SE) Preference Programs. The County's LSBE, DVBE, and SE Preference Programs require firms to complete a certification process to receive certain benefits allowed only for LSBE, DVBE, and SE, such as a 15 percent price preference, not to exceed $150,000, when applicable, and LSBE Prompt Payment Program. Minimum Mandatory Requirements: At the time of proposal submission, proposers must meet all minimum requirements set forth in the RFP documents including, but not limited to: Important: The use of subcontractors to fulfill any of the minimum mandatory requirements or perform any work under this contract is not permitted. 1. Proposer must possess a valid and active California issued private patrol operator license at the time of proposal submission. 2. Proposer must have a minimum of 5 years of experience providing security services for private and/or public institutions. 3. Proposer's supervising employee must have a minimum of 3 years of experience supervising security service operations. 4. Proposer must submit a Bid Guarantee of 10 percent of the proposed annual price, as specified in Part I, Section 2.A.15, Bid Guarantee. A separate Bid Guarantee must be submitted for each Service Location Group the Proposer is submitting a proposal for. 5. If awarded a contract, proposer must annually provide a faithful performance bond in the sum of not less than 50 percent of the annual contract price, as specified in Part II, Sample Agreement. There is no mandatory conference or walk-through requirement for this solicitation. However, it is the proposers' sole responsibility to do their due diligence and to contact the Contract Manager, Ms. Shabnam Hageali of Stormwater Maintenance Division, who may be contacted by phone at (626) 300-2306 or snoroozi@pw.lacounty.gov, to arrange any site visit and familiarize themselves with each site location and its requirements before submitting a proposal. Proposer must coordinate with the Contract Manager to arrange a date and time of the planned site visit prior to visiting the site. All site visits must be taken prior to the established proposal submission deadline. The proposal submission deadline will not be extended to allow for additional time to complete a site visit.
