The Contra Costa Transportation Authority (CCTA) is a public agency formed by Contra Costa voters in 1988 to manage the county's transportation sales tax program and to do countywide transportation planning.

CCTA is responsible for maintaining and improving the county’s transportation system by planning, funding, and delivering critical transportation infrastructure projects and programs that connect our communities, foster a strong economy, increase sustainability, and safely and efficiently get people where they need to go. CCTA is also the county's designated Congestion Management Agency (CMA), responsible for putting programs in place to keep traffic levels manageable.

The Project will facilitate a demonstration of buses navigating through on-ramp and off-ramp merge/diverge areas and typical shoulder operations in a closed environment to simulate TBOS operations at different ramp configurations. The demonstration facility will support the implementation of TBOS projects within Contra Costa County and other freeways in the Bay Area. The Project involves installation of temporary striping on existing pavement and the placement of equipment on temporary trailers adjacent to the roadway, resulting in limited construction impacts and no ground disturbance. There are four total configurations that require temporary striping with three of the configurations occurring at one location. The three locations are G Street, H Street, and 16th Street (Location Map included with Plans). G Street includes three of the configurations, which will all be utilized for various off-ramp testing and training; H Street will include the installation of an on-ramp configuration; 16th Street only requires placement of temporary equipment and trailers. Access to GoMentum Station is controlled and the contractor will need to be flexible to perform work at GoMentum within certain available work windows which must be reserved in advance. The AUTHORITY will administer the Contract and the Contractor must coordinate with the AUTHORITY and the Designer of Record Kimley-Horn for all construction activities and procedures. The Contractor’s work will generally consist of placement and removal of temporary striping (tape) and placement and return to storage of temporary trailers at each location as directed. There are twenty (20) placements and removals for the duration of the project. Contractor shall be available to perform the requested work for each placement or removal with three (3) weeks of notification. Each configuration will require the Contractor to work with AUTHORITY/Kimley-Horn to secure a reservation for construction and removal activities of materials installed or placed at the site upon completion of each testing and/or training period. The Authority/Kimley-Horn will notify the Contractor with a minimum three (3) weeks advance notice of available reservations at GoMentum Station for construction dates. GoMentum Station provides a rolling two (2) month schedule for the Authority to book reservations for construction/testing and training activities. Contractor shall provide the ability to perform construction activities for the duration of this project for up to 380 working days. This must include, but is not limited to, the provision of all necessary labor, materials, equipment, and supervision required to complete the construction tasks as specified in the project documentation. The Contractor shall ensure that all construction activities are carried out in compliance with applicable laws, regulations, and industry standards. The schedule for construction and removal of testing and training materials at each site shall be established and executed in consultation with the Contractor, AUTHORITY/Kimley-Horn, and GoMentum Station staff. This schedule shall be established in advance on a rolling two (2) month time period during the project and shall account for up to a maximum of four (4) reservations per each two (2) month time period to secure a reservation for the various types of testing and/or training. Each reservation will be one (1) week in duration with one (1) construction day, one (1) to three (3) days testing and training, and one (1) day for removal of items constructed. The Contractor shall assume a total of twenty (20) reservations over the 380 working day project period including both construction and removal activities of materials installed or placed at the site.

CCTA Project No. 561: Mokelumne Pedestrian Overcrossing
The Mokelumne Bicycle and Pedestrian Overcrossing Project will construct a pedestrian and bicycle overcrossing in the City of Brentwood, just south of Lone Tree Way over State Route 4 (SR4). The 16-foot wide overcrossing structure will be a multi-span bridge with a bent in the median of SR4. The total project length is approximately 2700 feet (853-foot structure and 1847-foot fill section).

CCTA Project No. 505: I-680/SR4 Interchange Improvements - Phase 3
Widen the median of State Route 4 in both directions from east of Milano Way/Glacier Drive to east of SR 242. Outside widening of SR 4 will occur in both directions at Pacheco Boulevard and I-680. The widening structural section includes aggregate subbase, aggregate base, permeable material, CTB, and a combination of PCC, AC, HAM, RAC-G paving. Concrete barriers including Midwest Guardrail System, Double Thrie Beam barrier, terminal systems, and crash cushion will be constructed. A combination of inside and outside widening of five bridges and the replacement of Grayson Creek bridge along with raising SR 4 profile in both directions from just east of I-680 to construct grading, RAC, In addition, the Project proposes replacing Grayson Creek Bridge and raising the profile of SR 4 from east of I-680 to east of Grayson Creek to 900 feet east of the new Grayson Creek bridge. Retaining walls, sign structures, signing, striping, electrical lightings, drainage, hydromodifications, bioswales, and electrical work under the Caltrans 2015 Standard Specifications and Standard Plan are to be constructed.
