WORK EQUIPMENT FOR NJ TRANSIT RAIL OPERTIONS, ON-TRACK ROADWAY EQUIPMENT (1) Flat Car (2) Tanker Cars. Bids for this purchase will be downloaded from the Bid Express website on the scheduled Bid Due Date (subject to change by Addenda) at 2:00 P.M., and publicly opened and read immediately thereafter. The Bidder must upload its bid prior to the hour named so that it is included in the project download. Late bids can not be accepted. This is the only way to submit a bid for this purchase; paper bids will not be accepted. Contractors and subcontractors are also required to comply with the State of New Jersey, Division of Revenue Business Registration Certificate requirements (P.L. 2004, c.57). Contractors or Subcontractors shall not engage in the performance of any work, unless the Contractor or Subcontractor is registered with the New Jersey Department of Labor and Department of Treasure Division of Revenue, as required. In addition, the requirements of Executive Order 134 (P.L. 2005, c.51), Executive Order 117 (2008) and Source Disclosure Requirements (N.J.S.A. 52:34-13.2) apply to this project. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27, regarding Equal Employment Opportunity Laws and Regulations. NJ TRANSIT further requires that its contractors shall agree to take all necessary and responsible steps in accordance with N.J.A.C. 12A:10A-1.1 et seq. and N.J.A.C. 17:14-1.1 et seq. to ensure that Small Business Enterprises (SBE) have the opportunity to participate in the performance of this contract. No SBE goals are required for this project, but firms shall seek SBE participation under the State program. Pursuant to N.J.S.A. 27:25-11, bids shall be accompanied by Bid Security in the form of a Bid Bond, Cashier’s Check, Certified Check or Irrevocable Letter of Credit.
