The Parish of Caddo, a political subdivision of the State of Louisiana (the “Parish”) solicits qualifications statements (“Qualifications Statements”) from qualified and licensed construction firms to provide comprehensive construction management at-risk (“CMAR”) services for the construction of a state-of-the-art nature park “Walter B. Jacobs Memorial Nature Park” in Shreveport, Louisiana.

SEALED BIDS will be received by the Parish of Caddo, Government Plaza, 505 Travis Street, 8th Floor Purchasing Division, Suite 850, Shreveport, Louisiana 71101 until 3:00 P.M. on Tuesday, April 18, 2023, for the following project: 2023 CADDO PARISH ROAD TREATMENT PROGRAM CADDO PARISH PROJECT NUMBER 23-09 PROJECT CLASSIFICATION: Highway, Street, and Bridge Construction SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the rehabilitation and asphaltic concrete overlay of approximately 44 miles of rural roads throughout Caddo Parish. Work includes, but is not limited to, milling of existing asphalt road surfaces, superpave asphaltic concrete, asphalt roadway patching, asphalt leveling, asphaltic concrete overlay, pavement markings/striping, shoulder surface aggregate with all associated work as described in the contract documents. A MANDATORY PRE-BID CONFERENCE will be held on Wednesday, April 5, 2023, at 10:00 A.M. IN THE CADDO PARISH PUBLIC WORKS CONFERENCE ROOM, GOVERNMENT PLAZA, 505 TRAVIS STREET, 8TH FLOOR, SUITE 820, SHREVEPORT, LA. Sign-in will be between 9:30 A.M. and 10:00 A.M. The Meeting will be closed at 10:00 A.M. Persons arriving after the meeting starts will not be allowed to attend the Pre-Bid Conference. The purpose of this Request for Proposal is to obtain proposals for design and implementation of energy improvements from qualified Energy Service Companies (ESCO) that produce savings in excess of project costs for a period of not more than 20 years at the Caddo Parish Courthouse in Shreveport, La. Projects undertaken will not only reduce energy and maintenance costs but contribute to the reduction of greenhouse gases and provide conservation of water and fossil fuels in a method that is environmentally friendly.

PROJECT CLASSIFICATION: Building Construction SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the construction of an 80’ x 50’ pre-engineered metal building maintenance building, including, but not limited to, site grading, subgrade preparation, select fill placement, foundation, building, interior and exterior finishing, concrete pavement, Class II base course construction, electrical, plumbing, HVAC, and related work as described in the Contract Documents. PROJECT CLASSIFICATION: Highway, Street and Bridge Construction SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the construction of a three (3) span precast concrete slab span bridge including, but not limited to, asphaltic concrete pavement, subgrade preparation, Class II base course construction, excavation, embankment and related work as described in the Contract Documents. Per LA R.S 38:2212, in order to bid the project, a complete set of Bid Documents must be obtained by the prime bidder at the office of Owen Engineering, LLC, 900 Market St., Suite 201, Shreveport, Louisiana 71101 upon receipt of __$50.00 deposit (for each set of documents). The deposit is fully refundable to all bonafide prime bidders who submit a bid upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
