The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-24-02. The selected consulting firm will perform professional and technical engineering services for the Mariposa Road and Escalon-Bellota Specific Plan (PLAN). The Plan will be used to identify recommended interim and ultimate improvements necessary to accommodate forecasted traffic volumes; right-of-way needs; timing for implementation of improvements; preliminary cost estimates for improvements; and will also consist of preparation of a program level California Environmental Quality Act environmental document. A Final Report will be prepared summarizing analysis, findings, and recommendations. The Scope of Work includes: conducting a comprehensive review of the study area consisting of an evaluation of existing conditions, field survey, land use projections, traffic projections, traffic/circulation analysis, interim Project alternatives, ultimate roadway plan line, and environmental analysis. A Specific Road Plan and Final Report will be prepared to present the results of the review and recommend a preferred design alternative. Public participation and involvement will be an essential element of the process. The successful consultant firm and/or consultant team will be requested to enter into a consultant services agreement with San Joaquin County as set forth in this Request for Proposals (RFP). SJCDPW-RFQ-24-02
The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from construction management firms. These firms are sought to provide professional and technical services for construction administration and project inspection on an as-needed basis for various projects in San Joaquin County. The scope of professional services may encompass a range of projects, such as resurfacing, minor concrete work, bridge structures, intersection signalization, street lighting, and water/wastewater facilities, among others, for each assigned specific project. Professional services may include, but are not limited to, the following: constructability reviews, servicing as California licensed resident engineer, construction management and inspection, surveying, construction staking/surveying, contract administration, and project record services. SJCDPW will establish a list of two to three CM consulting firms. Each selected consultant will be selected to provide CM services on an “on-call” basis, and a Purchase Agreement will be executed with each consultant. The total amount of all projects assigned to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of payment for each assignment will be based on actual cost plus a fixed fee. The method of procurement for the “on-call” list will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year. SJCDPW-RFQ-24-01
The San Joaquin County Department of Public Works (SJCDPW) is seeking on-call environmental and planning consulting services to assist with preparation of technical environmental studies to support California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) and related environmental documents, such as Initial Studies/(Mitigated) Negative Declarations, Environmental Assessment/Finding of No Significant Impacts, Environmental Impact Reports/Environmental Impact Statements. Consulting services may also include assistance with Federal Highway Administration/Caltrans and Community Development Block Grant/Housing & Urban Development documents, mitigation monitoring and reporting programs, securing resource agency permits, preparation of grant applications, CEQA and NEPA policy and compliance analysis, and training of County staff on specific Environmental topics on an as-needed basis. The intent is to establish a list of two (2) to three (3) environmental firms to provide general and/or specialized environmental and planning services on an “On-Call” basis. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Harrison Elementary Active Transportation Project (PROJECT). CONSULTANT will design and engineer improvements to the Harrison Elementary neighborhood roadways, including Sanguinetti Ln, Wilson Way, Alpine Ave, E St, and Mistletoe Ave in San Joaquin County. The purpose of the project is to enhance and promote active transportation (biking and walking) in the area. The project includes: • Sidewalk additions along Alpine Ave, Mistletoe Ave, E St, and Wilson Way • Reconfigured striping to add buffered bike lanes and parking on Alpine Ave • Added/updated pedestrian crosswalks throughout project limits • A lighted traffic signal installation at the intersection of Wilson Way & E Street The residential area surrounding Harrison Elementary School is a disadvantaged community, with access to the school via Alpine Ave, Mistletoe Ave, and Sanguinetti Lane, within the project limits. Local businesses along Wilson Way are accessed by the community on local roads with no sidewalks. The installation of bike lanes, sidewalks, and pedestrian crosswalks will aide multi-modal transportation within the area.
