The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-24-02. The selected consulting firm will perform professional and technical engineering services for the Mariposa Road and Escalon-Bellota Specific Plan (PLAN). The Plan will be used to identify recommended interim and ultimate improvements necessary to accommodate forecasted traffic volumes; right-of-way needs; timing for implementation of improvements; preliminary cost estimates for improvements; and will also consist of preparation of a program level California Environmental Quality Act environmental document. A Final Report will be prepared summarizing analysis, findings, and recommendations. The Scope of Work includes: conducting a comprehensive review of the study area consisting of an evaluation of existing conditions, field survey, land use projections, traffic projections, traffic/circulation analysis, interim Project alternatives, ultimate roadway plan line, and environmental analysis. A Specific Road Plan and Final Report will be prepared to present the results of the review and recommend a preferred design alternative. Public participation and involvement will be an essential element of the process. The successful consultant firm and/or consultant team will be requested to enter into a consultant services agreement with San Joaquin County as set forth in this Request for Proposals (RFP). SJCDPW-RFQ-24-02
The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from construction management firms. These firms are sought to provide professional and technical services for construction administration and project inspection on an as-needed basis for various projects in San Joaquin County. The scope of professional services may encompass a range of projects, such as resurfacing, minor concrete work, bridge structures, intersection signalization, street lighting, and water/wastewater facilities, among others, for each assigned specific project. Professional services may include, but are not limited to, the following: constructability reviews, servicing as California licensed resident engineer, construction management and inspection, surveying, construction staking/surveying, contract administration, and project record services. SJCDPW will establish a list of two to three CM consulting firms. Each selected consultant will be selected to provide CM services on an “on-call” basis, and a Purchase Agreement will be executed with each consultant. The total amount of all projects assigned to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of payment for each assignment will be based on actual cost plus a fixed fee. The method of procurement for the “on-call” list will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year. Job Order Contracts JOC-016, JOC-017 and JOC-018
A Job Order Contract is an indefinite quantity contract pursuant to which the Contractor may perform an ongoing series of individual Projects at different locations throughout San Joaquin County. The bid documents include a Construction Task Catalog® containing construction tasks with preset Unit Prices. All Unit Prices are based on local labor, material and equipment prices and are for the direct cost of construction. The Contractor will bid two Adjustment Factors to be applied to the Unit Prices. One Adjustment Factor for performing work during Normal Working Hours and a second Adjustment Factor for performing work during Other Than Normal Working Hours. The same two Adjustment Factors shall apply to every Pre-priced Task in the Construction Task Catalog®.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified construction management (CM) firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-21-02. The selected CM firm will perform professional and technical engineering services for the proposed Pershing Avenue Widening Project (PROJECT). The Pershing Avenue Widening PROJECT will improve safety, traffic operations, air quality, and roadway drainage by providing: a center two-way-left-turn-lane to allow for safer turning movements into driveways and relive traffic queue, pedestrian sidewalks, providing safer routes to schools and local points of interest, and a storm drain system to capture roadway runoff. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-20-01. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the San Joaquin County Local Roadway Safety Plan (PLAN. The PLAN will focus on developing and preparing a comprehensive local roadway safety program to assist County staff in proactively assessing safety concerns throughout the County. The PLAN will also be used to identify priority projects in response to future Highway Safety Improvement Program calls for projects, and will support the State of California’s Strategic Highway Safety Plan. While San Joaquin County (County) already has several components of a successful PLAN in place, including a collision database, the County desires to expand on its data collection and analysis capabilities to create a comprehensive safety program. The PLAN will be used as a roadmap to collaboratively identify, analyze, and prioritize safety initiatives including infrastructure projects, enforcement actions, and education programs.
