The County’s TIMF AB1600 Program was initiated in 1990. Its purpose is to help finance transportation facilities needed to accommodate new and expanded development (residential/commercial/industrial) within the unincorporated County. Since its inception, the TIMF Program has been revised as necessary for clarification, conformance to the County’s General Plan, and to better serve the public. In 2007, the San Joaquin Council of Governments (SJCOG) established the Regional Transportation Impact Fee (RTIF) to help finance large multi-jurisdictional projects of regional significance; the TIMF Program was subsequently updated in 2008 to update the project list to ensure conformance with the countywide Regional Transportation Impact Fee (RTIF) program and to consolidate the fee areas for better utilization of TIMF funds. The County last updated the TIMF Program in 2015 to bring the Program into compliance with the current General Plan as adopted in 2016. The TIMF Program is currently five years old and needs updating to comply with State law.
