The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified professional consulting engineers to undertake, perform, and complete tasks set forth in Request for Proposals SJCPDW-RFP-19-05. The selected consultant firm (CONSULTANT) will perform professional and technical engineering services (SERVICES) for the updating and revision of the San Joaquin County Traffic Impact Mitigation Fee Program (PROJECT). The successful CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County as set forth in the Request for Proposals. The County’s TIMF AB1600 Program was initiated in 1990. Its purpose is to help finance transportation facilities needed to accommodate new and expanded development (residential/commercial/industrial) within the unincorporated County. Since its inception, the TIMF Program has been revised as necessary for clarification, conformance to the County’s General Plan, and to better serve the public. In 2007, the San Joaquin Council of Governments (SJCOG) established the Regional Transportation Impact Fee (RTIF) to help finance large multi-jurisdictional projects of regional significance; the TIMF Program was subsequently updated in 2008 to update the project list to ensure conformance with the countywide Regional Transportation Impact Fee (RTIF) program and to consolidate the fee areas for better utilization of TIMF funds. The County last updated the TIMF Program in 2015 to bring the Program into compliance with the current General Plan as adopted in 2016. The TIMF Program is currently five years old and needs updating to comply with State law. ON CALL ENVIRONMENTAL AND PLANNING SUPPORT SERVICES (SJCDPW-RFQ-20-01)
The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from environmental consulting firms to provide professional and technical environmental and planning support services for miscellaneous projects in San Joaquin County on an as-needed basis. The primary task of “On-Call” environmental support consulting firms will be to provide professional and technical services for preparation of technical environmental studies to support California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) and related environmental documents, such as Initial Studies/(Mitigated) Negative Declarations, Environmental Assessment/Finding of No Significant Impacts, Environmental Impact Reports/Environmental Impact Statements. Consulting services may also include assistance with Federal Highway Administration/Caltrans and Community Development Block Grant/Housing & Urban Development documents, mitigation monitoring and reporting programs, securing resource agency permits, preparation of grant applications, CEQA and NEPA policy and compliance analysis, and training of County staff on specific Environmental topics on an as-needed basis. SJCDPW will establish a list of three to five environmental consulting firms. Each selected (CONSULTANT) will be selected to provide environmental services on an “on-call” basis. Exact services for each project will be established via a Task Order after the On-Call list is determined and prior to issuance of a Purchase Order. The total amount of all task orders to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of procurement for CONSULTANTS will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year. The deadline for submitting qualifications to SJCDPW will be no later than 4:00 p.m. on Friday, June 19, 2020.
