The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

Selected CONSULTANT will perform professional and technical engineering services for the proposed Blossom Road Bridge 29C-116 and Elliot Road Bridge 29C-249 Scour Mitigation Projects (PROJECT). Selected CONSULTANT will perform professional and technical services for the proposed Pavement Condition Assessment (PROJECT). The work will generally consist of: • Physically evaluating the pavement condition of the designated County roads and determining a Pavement Condition Index (PCI) for each road segment pursuant to ASTM Standard D 6433 utilizing the modified seven distress method by Metropolitan Transportation Commission • Measuring and scoring roadway segments for roughness per the International Roughness Index (IRI) • Identifying feasible rehabilitation alternatives for each roadway section, if necessary • Creating an Excel and GIS database with a summary of PCI scores • Prioritizing projects and preparing a recommended five (5)-year pavement management plan within a set budget (optional task) • Provide data in two separate formats that will be compatible with upload to Cartegraph (OpenGov) and to Street Saver • Final report on scores and recommendations

The San Joaquin County Department of Public Works (SJCDPW) requests statements of qualifications from engineering consulting firms to provide on call design engineering support services for miscellaneous projects in San Joaquin County.
