The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

SJCDPW-RFP-26-06
The San Joaquin County Department of Public Works (County) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-06. Selected CONSULTANT will perform professional and technical services for the proposed North San Joaquin Area Local Floodplain Delineation (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County Flood Control and Water Conservation District (SJCFCWCD) for the PROJECT. The San Joaquin County Public Works Department, acting as staff for the SJCFCWCD, will serve as contract administrators. All work shall comply with the County Policies, and meet the requirements of the State of California Department of Water Resources (DWR) Regulations. CONSULTANT will carry out studies and map local flood hazard areas and remap historic flooding the PROJECT area. County currently maps historic flood boundaries from floods that occurred in 1955 and 1958. However, these maps are rough digitizations and are approximations of such areas. Furthermore, flood control, water storage, and land development constructed upstream of the watershed since 1955 and 1958 period have altered the boundaries of these historic flooding areas. The PROJECT also intends to remedy deficiencies of existing drainage facilities and assess future improvements. The PROJECT will be carried out in two phases: Phase 1 will focus on remapping historical flood areas in the North San Joaquin area while Phase 2 will focus on remapping in the South San Joaquin area. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-20-01. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the San Joaquin County Local Roadway Safety Plan (PLAN. The PLAN will focus on developing and preparing a comprehensive local roadway safety program to assist County staff in proactively assessing safety concerns throughout the County. The PLAN will also be used to identify priority projects in response to future Highway Safety Improvement Program calls for projects, and will support the State of California’s Strategic Highway Safety Plan. While San Joaquin County (County) already has several components of a successful PLAN in place, including a collision database, the County desires to expand on its data collection and analysis capabilities to create a comprehensive safety program. The PLAN will be used as a roadmap to collaboratively identify, analyze, and prioritize safety initiatives including infrastructure projects, enforcement actions, and education programs. The San Joaquin County Department of Public Works (SJCDPW) requests statements of qualifications from engineering consulting firms to provide on call utility engineering support services for miscellaneous infrastructure projects in San Joaquin County. On call utility engineering support services will include environmental clearances, preparation of plans, specifications and engineer’s estimate (PS&E), coordination, scheduling, and administrative services for miscellaneous infrastructure projects. Registration as a professional engineer licensed in the State of California is required. The professional services will include water, sewer, and storm drainage infrastructure projects on an as-needed basis for each specific project assignment. Specific project assignment may be required to obtain environmental clearance in accordance with National Environmental Policy Act (NEPA) as well as California Environmental Quality Act (CEQA) guidelines. The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from construction management (CM) firms to provide professional and technical construction administration and project inspection services, possibly including construction staking and materials testing, for miscellaneous construction projects in San Joaquin County on an as-needed basis. Professional services may be required for projects including, but not limited to, resurfacing, minor concrete, bridge structures, intersection signalization, street lighting, and water/wastewater facilities for each assigned specific project. Professional services may include, but are not limited to, the following: constructability reviews, servicing as resident engineer, construction management and inspection, surveying, construction staking, contract administration, and project record services. SJCDPW will establish a list of two to three CM consulting firms. Each selected consultant will be selected to provide CM services on an “on-call” basis, and a Purchase Agreement will be executed with each consultant. The total amount of all projects assigned to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of payment for each assignment will be based on actual cost plus a fixed fee. The method of procurement for CONSULTANTS will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year.
