The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consultants to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-05. The selected CONSULTANT will perform professional and technical engineering services for the proposed Frazier Road Bridge 29C-272 Replacement (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County. The PROJECT is locally funded. All work shall comply with the County Policies, the Local Assistance Procedure Manual and the most recent guidelines for the Federal Highway Bridge Program. The requested professional design engineering services shall include, but will not be limited to, the following: Project Management, Project Surveying, Mapping and Control, Evaluation of Bridge Type Selection/Roadway Alignment, Public Outreach Program, Geotechnical Analysis Report, CEAQ Approval, Hydraulic and Hydrology Analysis, Permitting Compliance, Utility Coordination and Relocation Plan, Right-of-Way Engineering, Plans, Specifications, and Engineer's Estimate (PS&E), and Bidding and Post Award Assistance services for the PROJECT. SJCDPW-RFP-26-06
The San Joaquin County Department of Public Works (County) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-06. Selected CONSULTANT will perform professional and technical services for the proposed North San Joaquin Area Local Floodplain Delineation (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County Flood Control and Water Conservation District (SJCFCWCD) for the PROJECT. The San Joaquin County Public Works Department, acting as staff for the SJCFCWCD, will serve as contract administrators. All work shall comply with the County Policies, and meet the requirements of the State of California Department of Water Resources (DWR) Regulations. CONSULTANT will carry out studies and map local flood hazard areas and remap historic flooding the PROJECT area. County currently maps historic flood boundaries from floods that occurred in 1955 and 1958. However, these maps are rough digitizations and are approximations of such areas. Furthermore, flood control, water storage, and land development constructed upstream of the watershed since 1955 and 1958 period have altered the boundaries of these historic flooding areas. The PROJECT also intends to remedy deficiencies of existing drainage facilities and assess future improvements. The PROJECT will be carried out in two phases: Phase 1 will focus on remapping historical flood areas in the North San Joaquin area while Phase 2 will focus on remapping in the South San Joaquin area. SJCDPW-RFP-19-05
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified professional consulting engineers to undertake, perform, and complete tasks set forth in Request for Proposals SJCPDW-RFP-19-05. The selected consultant firm (CONSULTANT) will perform professional and technical engineering services (SERVICES) for the updating and revision of the San Joaquin County Traffic Impact Mitigation Fee Program (PROJECT). The successful CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County as set forth in the Request for Proposals. The County’s TIMF AB1600 Program was initiated in 1990. Its purpose is to help finance transportation facilities needed to accommodate new and expanded development (residential/commercial/industrial) within the unincorporated County. Since its inception, the TIMF Program has been revised as necessary for clarification, conformance to the County’s General Plan, and to better serve the public. In 2007, the San Joaquin Council of Governments (SJCOG) established the Regional Transportation Impact Fee (RTIF) to help finance large multi-jurisdictional projects of regional significance; the TIMF Program was subsequently updated in 2008 to update the project list to ensure conformance with the countywide Regional Transportation Impact Fee (RTIF) program and to consolidate the fee areas for better utilization of TIMF funds. The County last updated the TIMF Program in 2015 to bring the Program into compliance with the current General Plan as adopted in 2016. The TIMF Program is currently five years old and needs updating to comply with State law.
