San Joaquin County was one of California’s original counties, established in 1850. San Joaquin County is located in the heart of California’s Central Valley, encompassing approximately 1,392 square miles of rich agricultural land, waterways, and growing urban centers. Bordered by the Sacramento–San Joaquin River Delta to the west, the County offers a blend of natural beauty, productive farmland, and a dynamic economy that connects Northern and Central California. The region is characterized by a balance of vibrant cities and rural landscapes, providing residents and visitors with both metropolitan amenities and small-town charm. The County’s population is approximately 814,000, spread across eight incorporated cities including Stockton, Lodi, Manteca, Tracy, Ripon, Escalon, Lathrop, the newly incorporated City of Mountain House, and several thriving unincorporated communities. The San Joaquin County Department of Public Works (SJCDPW) delivers essential municipal-type services to residents and businesses in unincorporated areas. The Solid Waste Division (Division), in particular, manages refuse, recycling, and organics services for the unincorporated population, ensuring compliance with state recycling mandates and advancing the County’s long-term goals for resource recovery and landfill diversion. The County remains committed to fostering environmental stewardship and sustainable growth, providing efficient public services that benefit both local residents and the broader Central Valley region. SJCDPW-RFP-19-02
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting engineers to undertake, perform, and complete tasks set forth in Request for Proposals SJCDPW-RFP-19-02. The selected consultant firm (CONSULTANT) will perform professional and technical engineering services (SERVICES) for the Grant Line Road Realignment Project (PROJECT). The purpose of PROJECT is to provide enhanced traffic safety, improve operation of the roadway network, and meet future traffic demands by reducing congestion in the area in and around the community of Banta. County adopted an Environmental Impact Report in December 2018 that identifies a preferred alternative for the PROJECT. Phased work effort: The requested SERVICES will be conducted in two phases. CONSULTANT will complete Phase One first. Phase Two work will be contingent on the outcome of Phase One. Phase One work includes preparation of a Grade Separation Analysis (GSA) in cooperation with Union Pacific Railroad (UPRR), and coordination with the California Public Utilities Commission (CPUC), for a new at-grade crossing per the preferred alternative alignment. Additionally, Phase One requires coordination with UPRR/CPUC for closure of up to three existing at-grade crossings. If the GSA determines a new at-grade crossing is infeasible, the County may opt to refrain from moving forward with Phase Two work. The deadline for submitting technical proposals to SJCDPW will be no later than 4:00 p.m. on Friday, May 17, 2019. SJCDPW’s standard business practice strives to ensure that a consultant’s professional qualifications meet the needs and services to be performed, the payment method is appropriate, and the cost is fair and reasonable to the public agency. The specific requirements set forth in SJCDPW-RFP-19-02 should be closely examined and followed by those consultant firms interested in submitting statements of qualifications. A copy of SJCDPW-RFP-19-02 is available to view at the Internet address: https://www.sjgov.org/department/pwk/rfps_and_rfqs. All prospective consultants must register for solicitation No. SJCDPW-RFP-19-02 in order to be added to the Proposers’ List and, if necessary, receive a Notice of Release of Addendum and information about the pre-bid meeting. It is imperative that prospective consultants check the solicitation Web page often for the status and/or modifications.
