The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

SJCDPW-RFP-25-05
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting engineering firms (FIRM) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-25-05. The selected firm will provide professional and technical project management services for the proposed Project Management and Support Services for Transportation Projects (PROJECT). The selected FIRM will be the highest-ranking firm that has successfully negotiated the terms for award of a consulting services agreement. The selected FIRM will be requested to enter into two separate consulting services agreement with San Joaquin County (County) for two separate federally funded projects after the Federal Highway Administration (FHWA) has approved the consulting services agreement. Project management services are requested for the Grant Line Road Realignment and State Route 26 (SR26)/Jack Tone Road Intersection Improvements. The selected FIRM will not be invited to submit technical proposal for design engineering or construction management services for the Grant Line Road Realignment or SR26/Jack Tone Road Intersection Improvements projects. All work shall comply with the County Policies, the California Department of Transportation (Caltrans) Local Assistance Procedure Manual (LAPM). The San Joaquin County Department of Public Works (SJCDPW) requests Statements Of Qualifications from engineering consulting firms for on-call lab testing, materials testing, specialty inspections and related services. SJCDPW will select one or more qualified consulting firms to provide these services. The amount of the services provided by each selected consultant will be no more than $200,000 per year over an initial two-year period with the possible extension to a third year. Consultants on the on-call list for Materials Engineering and Testing Services will perform materials engineering and testing services on an as-needed basis in conjunction with roads and streets, bridges, traffic signals, water supply, sanitary sewer, storm drainage, and other public works projects in San Joaquin County. Required services and capabilities to be provided by On-Call Consultants include, but are not limited to, the following: < California Licensed Professional Engineer < Participation in Caltrans' reference testing program and extensive experience with California Testing Method and American Society for Testing and Materials (ASTM) testing method < Caltrans and/or other professional organization qualification/certification (i.e. ASSHTO, Asphalt Institute, American Concrete Institute, National Institute of Certification of Engineering Technologies, etc.) for key testing personnel and equipment. < Preparation of project scope including: project understanding, schedule, and cost < Positive lab test results to be furnished within 72 hours and failing results within 24 hours unless duration of tests exceeds these limits. < Certified quality control measures. < Maintenance of all acceptance materials testing records. The deadline for submitting qualifications to SJCDPW will be no later than 4:00 p.m. on Friday, March 22, 2019. SJCDPW’s standard business practice strives to ensure that a consultant’s professional qualifications meet the needs and services to be performed, the payment method is appropriate, and the cost is fair and reasonable to the public agency. The specific requirements set forth in SJCDPW-RFQ-19-1 should be closely examined and followed by those consultant firms interested in submitting statements of qualifications.
