The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

SJCDPW-RFQ-26-01
The San Joaquin County Department of Public Works (SJCDPW) requests Statements of Qualifications (SOQ) from innovative engineering consulting firms for On-Call Bridge Engineering Services in support of the San Joaquin County Highway Bridge Program and local Bridge Preventive Maintenance Program. This procurement will be comprised of evaluation of SOQs and presentation-interviews with select firms if warranted as described in this Request For Qualifications (RFQ). SJCDPW intends to establish a list of up to three (3) consulting firms to provide support services on an as-needed basis for various bridge projects that become available over the next two (2) years. SJCDPW may also elect to extend the period for new project assignments to a third year. Duration, scope, and scheduling of services will vary with specific project assignments. At the time of project assignment, County will enter into a project specific Independent Consultant Agreement (Agreement). The amount of work for each project specific Agreement will be varied but will not exceed $200,000 annually per consultant. The method of payment for task orders under the On Call Agreement will be actual cost plus fixed fee. The deadline for submitting qualifications to SJCDPW will be no later than 4:00 p.m. on Monday, February 23, 2026. SJCDPW’s standard business practice strives to ensure that a consultant’s professional qualifications meet the needs and services to be performed, the payment method is appropriate, and the cost is fair and reasonable to the public agency. The specific requirements set forth in SJCDPW-RFQ-26-01 should be closely examined and followed by those consultant firms interested in submitting statements of qualifications. A copy of SJCDPW-RFQ-26-01 is available to view at the Internet address: https://www.sjgov.org/department/pwk/rfps-and-rfqs and www.bidexpress.com. All prospective consultants must register for solicitation No. SJCDPW-RFQ-26-01 in order to be added to the Proposers’ List and, if necessary, receive a Notice of Release of Addendum.
