The San Joaquin County Department of Public Works (SJCDPW) Design Engineering Division is requesting a statement of qualifications (SOQ) from consultants or engineering consulting firms to provide on-call pavement consulting, geotechnical investigations, and training services. Knowledge and experience with the local road concerns and conditions are key qualifications.

The San Joaquin County Department of Public Works (SJCDPW) requests Statements Of Qualifications from engineering consulting firms for on-call lab testing, materials testing, specialty inspections and related services. SJCDPW will select one or more qualified consulting firms to provide these services. The amount of the services provided by each selected consultant will be no more than $200,000 per year over an initial two-year period with the possible extension to a third year. Consultants on the on-call list for Materials Engineering and Testing Services will perform materials engineering and testing services on an as-needed basis in conjunction with roads and streets, bridges, traffic signals, water supply, sanitary sewer, storm drainage, and other public works projects in San Joaquin County. Required services and capabilities to be provided by On-Call Consultants include, but are not limited to, the following: < California Licensed Professional Engineer < Participation in Caltrans' reference testing program and extensive experience with California Testing Method and American Society for Testing and Materials (ASTM) testing method < Caltrans and/or other professional organization qualification/certification (i.e. ASSHTO, Asphalt Institute, American Concrete Institute, National Institute of Certification of Engineering Technologies, etc.) for key testing personnel and equipment. < Preparation of project scope including: project understanding, schedule, and cost < Positive lab test results to be furnished within 72 hours and failing results within 24 hours unless duration of tests exceeds these limits. < Certified quality control measures. < Maintenance of all acceptance materials testing records. The deadline for submitting qualifications to SJCDPW will be no later than 4:00 p.m. on Friday, March 22, 2019. SJCDPW’s standard business practice strives to ensure that a consultant’s professional qualifications meet the needs and services to be performed, the payment method is appropriate, and the cost is fair and reasonable to the public agency. The specific requirements set forth in SJCDPW-RFQ-19-1 should be closely examined and followed by those consultant firms interested in submitting statements of qualifications. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-19-01. The selected two consulting firms (CONSULTANT) will perform professional and technical engineering services for 100% Plans, Technical Specifications and Engineering Estimates for the design of the Buckman Road Bridge (29C-307) over North Duck Creek Branch and the Messick Road Bridge (29C-274) over Mosher Creek Replacement Projects (PROJECT). The highest ranked CONSULTANT will provide the requested services for the Messick Road Bridge (29C-274) Project and the second highest ranked CONSULTANT will provide the requested services for the Buckman Road Bridge (29C-307) Project. Various Roads in Districts 1-5 The work is located in various locations throughout the County. The work, in general, consists of crack sealing existing urban and rural roadways throughout the County with crack treatment material. Base Estimate Range Between: $455,000 to $555,000

Sowles Road from Peltier Road to Collier Road This project, in general, consists of reconstructing and surfacing approximately 2.0 miles of existing rural roadway. Base Estimate Range Between: $611,000 to $747,000
