The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

SJCDPW-RFP-26-06
The San Joaquin County Department of Public Works (County) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-06. Selected CONSULTANT will perform professional and technical services for the proposed North San Joaquin Area Local Floodplain Delineation (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County Flood Control and Water Conservation District (SJCFCWCD) for the PROJECT. The San Joaquin County Public Works Department, acting as staff for the SJCFCWCD, will serve as contract administrators. All work shall comply with the County Policies, and meet the requirements of the State of California Department of Water Resources (DWR) Regulations. CONSULTANT will carry out studies and map local flood hazard areas and remap historic flooding the PROJECT area. County currently maps historic flood boundaries from floods that occurred in 1955 and 1958. However, these maps are rough digitizations and are approximations of such areas. Furthermore, flood control, water storage, and land development constructed upstream of the watershed since 1955 and 1958 period have altered the boundaries of these historic flooding areas. The PROJECT also intends to remedy deficiencies of existing drainage facilities and assess future improvements. The PROJECT will be carried out in two phases: Phase 1 will focus on remapping historical flood areas in the North San Joaquin area while Phase 2 will focus on remapping in the South San Joaquin area. The deadline for submitting technical proposals to SJCDPW will be no later than 4:00 p.m. on Monday, June 15, 2026. SJCDPW-RFQ-19-01
The San Joaquin County Department of Public Works (SJCDPW) requests Statements Of Qualifications from engineering consulting firms for on-call lab testing, materials testing, specialty inspections and related services. SJCDPW will select one or more qualified consulting firms to provide these services. The amount of the services provided by each selected consultant will be no more than $200,000 per year over an initial two-year period with the possible extension to a third year. Consultants on the on-call list for Materials Engineering and Testing Services will perform materials engineering and testing services on an as-needed basis in conjunction with roads and streets, bridges, traffic signals, water supply, sanitary sewer, storm drainage, and other public works projects in San Joaquin County. Required services and capabilities to be provided by On-Call Consultants include, but are not limited to, the following: < California Licensed Professional Engineer < Participation in Caltrans' reference testing program and extensive experience with California Testing Method and American Society for Testing and Materials (ASTM) testing method < Caltrans and/or other professional organization qualification/certification (i.e. ASSHTO, Asphalt Institute, American Concrete Institute, National Institute of Certification of Engineering Technologies, etc.) for key testing personnel and equipment. < Preparation of project scope including: project understanding, schedule, and cost < Positive lab test results to be furnished within 72 hours and failing results within 24 hours unless duration of tests exceeds these limits. < Certified quality control measures. < Maintenance of all acceptance materials testing records. The deadline for submitting qualifications to SJCDPW will be no later than 4:00 p.m. on Friday, March 22, 2019. SJCDPW’s standard business practice strives to ensure that a consultant’s professional qualifications meet the needs and services to be performed, the payment method is appropriate, and the cost is fair and reasonable to the public agency.
