The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) Field Engineering Division is requesting a Request for Qualifications (RFQ) and rate sheet from traffic control firms for on call traffic control services. SJCDPW will select one or more firms (Firm) to provide professional traffic control services to support the Field Engineering Division with various projects. The method of procurement for Firm will be an open and competitive process and will document and support the justification for the selection. The duration of these services will be in effect through June 30, 2026 with the option of SJCDPW to extend the period for one additional year through June 30, 2027. The required services provided by the Firm include Traffic Control for SJCDPW Forces during design related activities on high-volume, high-speed roadways throughout San Joaquin County. All requirements of the Manual on Uniform Traffic Control Devices (MUTCD) and Caltrans Standard Plans will be utilized. The roadways selected will be summarized with required dates when the traffic control is needed and forwarded to selected firm.

The work is located San Joaquin County near Lodi, California as well as near Stockton, California and is situated along Potter Creek, Mormon Slough, Bear Creek, Paddy Creek, North Paddy Creek, and Little John Creek. The San Joaquin County Department of Public Works (SJCDPW) requests Statements Of Qualifications from engineering consulting firms for on-call lab testing, materials testing, specialty inspections and related services. Consultants on the on-call list for Materials Engineering and Testing Services will perform materials engineering and testing services on an as-needed basis in conjunction with roads and streets, bridges, traffic signals, water supply, sanitary sewer, storm drainage, and other public works projects in San Joaquin County. Required services and capabilities to be provided by On-Call Consultants include, but are not limited to, the following: < California Licensed Professional Engineer < Participation in Caltrans' reference testing program and extensive experience with California Testing Method and American Society for Testing and Materials (ASTM) testing method < Caltrans and/or other professional organization qualification/certification (i.e. ASSHTO, Asphalt Institute, American Concrete Institute, National Institute of Certification of Engineering Technologies, etc.) for key testing personnel and equipment. < Preparation of project scope including: project understanding, schedule, and cost < Positive lab test results to be furnished within 72 hours and failing results within 24 hours unless duration of tests exceeds these limits. < Certified quality control measures. < Maintenance of all acceptance materials testing records. SJCDPW-RFQ-23-01
The San Joaquin County Department of Public Works (SJCDPW) requests Statements of Qualifications (SOQ) from innovative engineering consulting firms for On-Call Bridge Engineering Services in support of the San Joaquin County Highway Bridge Program and local Bridge Preventive Maintenance Program. This procurement will be comprised of evaluation of SOQs and presentation-interviews with select firms if warranted as described in this Request For Qualifications (RFQ). SJCDPW intends to establish a list of up to three (3) consulting firms to provide support services on an as-needed basis for various bridge projects that become available over the next two (2) years. SJCDPW may also elect to extend the period for new project assignments to a third year. Duration, scope, and scheduling of services will vary with specific project assignments. At the time of project assignment, County will enter into a project specific Independent Consultant Agreement (Agreement). The amount of work for each project specific Agreement will be varied but will not exceed $200,000 annually per consultant. The method of payment for task orders under the On Call Agreement will be actual cost plus fixed fee.
