The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

SJCDPW-RFQ-26-01
The San Joaquin County Department of Public Works (SJCDPW) requests Statements of Qualifications (SOQ) from innovative engineering consulting firms for On-Call Bridge Engineering Services in support of the San Joaquin County Highway Bridge Program and local Bridge Preventive Maintenance Program. This procurement will be comprised of evaluation of SOQs and presentation-interviews with select firms if warranted as described in this Request For Qualifications (RFQ). SJCDPW intends to establish a list of up to three (3) consulting firms to provide support services on an as-needed basis for various bridge projects that become available over the next two (2) years. SJCDPW may also elect to extend the period for new project assignments to a third year. Duration, scope, and scheduling of services will vary with specific project assignments. At the time of project assignment, County will enter into a project specific Independent Consultant Agreement (Agreement). The amount of work for each project specific Agreement will be varied but will not exceed $200,000 annually per consultant. The method of payment for task orders under the On Call Agreement will be actual cost plus fixed fee. SJCDPW-RFQ-26-02
The San Joaquin County Department of Public Works (SJCDPW) requests Statements Of Qualifications from engineering consulting firms for on-call lab testing, materials testing, specialty inspections and related services. This procurement will be comprised of evaluation of SOQs and optional interviews with select firms as described in this Request for Statement of Qualifications (RFQ). SJCDPW will select one or more qualified consulting firms to provide these services. The selected consulting firms will be required to enter into Independent Contractor Agreement with San Joaquin County (County). The amount of the services provided by each selected consultant will be no more than $200,000 per year over an initial two-year period with the possible extension to a third year. Consultants on the on-call list for Materials Engineering and Testing Services will perform materials engineering and testing services on an as-needed basis in conjunction with roads and streets, bridges, traffic signals, water supply, sanitary sewer, storm drainage, and other public works projects in San Joaquin County. They may be discrete, short term assignments or may be part of larger development, roadway improvement, or other capital projects. The amount of compensation to the CONSULTANT will be established for each project at the time it is assigned, and payments will be made under a Purchase Order issued by the County. The scope of work, completion schedule, and duration of each assignment will vary. Some project assignments could involve extended work durations, but typically, a project assignment will be five (5) to twenty (20) working days, excluding County and other agency review periods. Required services and capabilities to be provided by On-Call Consultants include, but are not limited to, the following: < California Licensed Professional Engineer < Participation in Caltrans' reference testing program and extensive experience with California Testing Method and American Society for Testing and Materials (ASTM) testing method < Caltrans and/or other professional organization qualification/certification (i.e. ASSHTO, Asphalt Institute, American Concrete Institute, National Institute of Certification of Engineering Technologies, etc.) for key testing personnel and equipment. < Preparation of project scope including: project understanding, schedule, and cost < Positive lab test results to be furnished within 72 hours and failing results within 24 hours unless duration of tests exceeds these limits. < Certified quality control measures. < Maintenance of all acceptance materials testing records.

The San Joaquin County Department of Public Works (County) is seeking qualified consultants to provide appraisal services, review appraisal services, and real property acquisition services beginning July 1, 2025. Consultants may submit the qualifications required to provide for any or all of the requested services. The selected Consultants will assist the County in providing services for various road and bridge projects, including state and federally funded projects. Knowledge and experience with the local concerns and market conditions is a key qualification. Supported state and federally funded projects include, but are not limited to: • road and street widening and realignments, • bridge rehabilitations and replacements, and • intersection signalization. Supported activities include, but are not limited to: • acquisition of easements and/or fee simple interests for project construction, • disposal of surplus property. The selected Consultants will be requested to enter into an Independent Contractor Agreement (Exhibit A) with County, as well as provide an acceptable Certificate of General Liability Insurance naming San Joaquin County, its officers, employees, agents and volunteers as additional insured. It is anticipated that there will be several project assignments per fiscal year. County will issue a Purchase Order for each selected Consultant for the assignment of multiple projects. The maximum Purchase Order for any Consultant may not exceed $200,000 per fiscal year for all assigned projects.
