The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

Eastern San Joaquin Groundwater Authority
The Eastern San Joaquin Groundwater Authority (ESJGWA) desires to develop a pre-qualified on-call list of consultants to provide technical assistance with the implementation of its Groundwater Sustainability Plan (GSP). Specifically, the ESJGWA needs immediate assistance with implementing its Groundwater Monitoring Improvement Project (Project) which may include securing access to well drilling sites, permitting and environmental compliance, procurement and installation of instrumentation and hardware, procurement of well drillers, monitoring well construction management, maintenance plans, and overall delivery of American Rescue Plan Act (ARPA) funded activities totaling $2.1 Million which expires at the end of 2026. Additional general technical capabilities such as groundwater modeling, groundwater statistics, hydrogeologic data analysis, and groundwater quality analysis are desirable should the need arise. Responses must be received by PUBLIC WORKS no later than 4:00 p.m. on Friday, October 25, 2024. SOQs received after this time will be rejected. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified developers to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-22-04. The selected developer (DEVELOPER) will perform professional and technical engineering services for the development of the landfill gas (LFG) utilization project at the North County Sanitary Landfill. The objective of this Request for Proposal is to identify a responsible DEVELOPER that will provide the greatest benefit to the County of San Joaquin (COUNTY), subject to the need to continue operating the North County Landfill and to comply with all applicable regulations. It is the COUNTY’S intent and in the COUNTY’S best interest that the full financial potential of the DEVELOPER’S proposed technology be realized, and will consider all demonstrated LFG utilization technologies. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-22-05. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Kennedy Complete Streets Plan (PLAN). The PLAN will focus on sustainable improvements to enhance and promote a healthy community and vibrant economy. The PLAN will look at existing and planned facilities within the Stockton City limits to bridge gaps located within San Joaquin County's jurisdiction. The PLAN will be actionable to implement “complete street” features that will transform the existing vehicle-centric circulation network to one that is designed for safety of people of all ages and abilities and access for all modes, all while practicing environmental stewardship and working to reduce the impacts of climate change. A critical element of the PLAN is extensive community engagement through a variety of public outreach methods including pop-up events, project website, and translated outreach material. SJCDPW-RFP-22-03
The San Joaquin County Department of Public Works requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-22-03. The selected consulting firm will perform professional and technical engineering services for the Garden Acres Sustainable Community Plan (PLAN). The PLAN will focus on sustainable transportation improvements related to local and regional multimodal transportation plans and connections within the existing community. The PLAN will identify sustainable improvements that support accessible health, nutrition, education, and human services, housing assistance, and employment opportunities within the Garden Acres Community. Kennefick Road Flood Control, Federal Aid Project No. HMGP 4308-109-09
The work is located north of the City of Lodi. The work, in general, consists of removal and replacement of the existing roadway section, including removal of existing pipe culverts and installation of pre-cast box culverts to convey existing drainage flows across Kennefick Road. Base Estimate Range Between $551,000 and $673,000 There is no minimum DBE participation goal for this project/contract; however, the contractor shall make a good faith effort to utilize DBE contractors in accordance with Title 2 § 200.321 of the Code of Federal Regulations. Raymus Village TCP Mitigation Project
