General Notice The City of Albion (Owner) is requesting Bids for the construction of the following Project: 2023 Improvements for the Wastewater Treatment Plant M+B Project Number 210258.01 Encrypted Bids will be accepted on the Bid Express site until 1:30 p.m. local time, Wednesday, May 31, 2023. At that time, the Bids received will be publicly opened and read at the City of Albion, 112 Cass Street, Albion, Michigan 49224. The Project includes the following Work: Many of the City’s wastewater treatment systems have reached the end of their useful life. The project includes significant improvements for the headworks, final clarification, and digestion. The plant access roads and sidewalks are also in disrepair. Rebuilding and repaving the roads as well as sidewalk repairs throughout the plant grounds are included, along with replacement of safety items such as deteriorated or missing stairways. Additionally, building reconditioning, HVAC, and roofing improvements are included for five buildings. The project will utilize existing assets that are in usable condition. Notes affecting schedule – • The Albion WWTP is a fully operational facility; bypass pumping will be required to maintain treatment during construction. • High groundwater table is present at 12 to 24 inches below surface grade in areas. With high recharge values seen in previous projects, dewatering efforts should be expected for all below grade activities. • Tree removal shall be conducted before the month of May or after the month of October to protect endangered species. This Project is federally funded and requires American Iron and Steel (AIS) Standards. The Project has an expected duration of 763 days (July 10, 2023, to August 11, 2025).
