2026 Pavement Maintenance Program
The City of Grove City, through the City Administrator, will receive sealed bids for the 2026 Pavement Maintenance Program via Bid Express until 11:00 a.m. local time on Mar. 13, 2026, and at that time and place will be publicly opened and read aloud. Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s). The work for which Grove City is inviting bids consists of the following:
Contract A
• Base Bid: Over 59,900 square yards of asphalt resurfacing with spot full-depth repairs, over 20,200 square yards of asphalt reconstruction, spot and continuous curb replacement, curb ramp replacement and other related work
• Additional Bid 1: Citywide pavement striping.
• Additional Bid 2: Over 2,800 square yards of shared-use path asphalt resurfacing with spot full-depth repairs and over 8,100 square feet of shared-use path upgrades and installation.
• Additional Bid 3: Over 2,100 square yards of asphalt roadway removal and replacement with concrete pavement, continuous curb replacement and other related work.
• Additional Bid 4: Over 16,000 square feet of sidewalk removal and replacement, over 3,700 square feet of drive approach removal and replacement, curb ramp replacement and other related work.
• Additional Bid 5: Over 1,600 square yards of shared-use path asphalt resurfacing with spot full depth repairs and over 2,100 square feet of shared-use path upgrades and other related work.
• Additional Bid 6: Over 7,800 square yards of asphalt resurfacing, spot curb replacement and other related work.
• Additional Bid 7: Over 13,900 square yards of asphalt resurfacing, spot curb replacement and other related work.
Contract B
• Base Bid: Street crack sealing with routing and other related work.

This project includes two Contracts, Contract A and Contract B. Bidders are not required to bid both Contract A and Contract B. However, those submitting bids for Contract A must submit bids for the Base Bid and all Additional Bids in order to be considered. Hard copies of the Contract Documents and Specifications will not be provided. Contract Documents and Specifications may be obtained from Bid Express only and at costs associated with the Bid Express service fee schedule (https://www.bidexpress.com/businesses/40946/home?agency=true). Payment for these items will not be refunded.
Each bid shall contain the full name and address of each person or company interested in the same and shall be accompanied by a bond meeting the requirements of the Contract Documents and written on the form included with the Contract Documents.
Each Bidder must ensure that no employees and applicants for employment are discriminated against because of race, color, religion, sex, Vietnam Era nor disabled veterans, or National origin.
Schedule: The work shall commence within sixty (60) calendar days after the City issues the Notice to Proceed for the Contract. The work shall be completed within one hundred and eighty (180) calendar days for Contract A, one hundred and eighty (180) calendar days for Contract B from the City’s issuance of the Notice to Proceed for the Contract.

Big Splash Waterslide Structure Restoration
The City of Grove City, through the City Administrator, will receive sealed bids for the Big Splash Waterslide Structure Restoration via Bid Express, until 10:00a.m. local time on March 19, 2026, and at that time and place will be publicly opened and read aloud. • Restoration of the steel slide structure at the Big Splash Family Aquatic Center, 2831 Southwest Blvd., Grove City, OH 43123
Alternate Bid 1
• Slide surface restoration
The estimated costs of construction for the work outlined in the specifications for the various bids are:
Base Bid: $150,000
Alternate Bid 1: $50,000
In order to be considered, Contractors must submit bids on the Base Bid.
Due to the nature of the building’s use, the Work shall be substantially completed in accordance with one of the following timeframes:
Option 1: Substantial completion no later than May 10, 2026; or
Option 2: Work may begin after the season ends on September 8, 2026, with substantial completion achieved no later than December 31, 2026.
Access to the site outside of the dates specified above is strictly prohibited.
A mandatory pre-bid meeting will be held at The Big Splash Family Aquatic Center, 2831 Southwest Blvd., Grove City, OH 43123 on Monday, March 9, 2026, at 10 am to inspect structures and equipment, take measurements, review facility location, and discuss any questions potential bidders may have.

Marsh Run Restoration at Gantz Park
Project Description:
The City of Grove City is proposing to complete approximately 1,550 linear feet of stream restoration along Marsh Run, including raising the channel bed to reduce entrenchment, establishing an active floodplain, relocating the channel away from the existing retaining wall along Home Road, re-grading and stabilizing eroded channel banks, addressing exposed bridge abutments, establishing a native tree and shrub riparian corridor and other related work.

Holton Road Jackson Pike (SR 104) and Scioto Grove Metro Park Entrance

• Roadway widening along the east side of Jackson Pike (SR 104), removal of a portion of the existing Scioto Grove Metro Park entrance drive and construction of a new park entrance drive to align with the construction of a realigned portion of Holton Road. Columbus Street Extension
Base Bid
• Construction of a new roadway connecting existing Columbus Street west of Broadway to a termination point to the northwest. The proposed roadway improvements will include subgrade stabilization, full depth asphalt pavement, brick roadway, brick walks, concrete walks, landscaping and street lighting system.
• Construction of a new parking lot. The proposed parking lot improvements will include construction of a new dumpster enclosure, new access drives, lighting and landscaping.
• Extensive underground infrastructure including 24-inch and smaller storm sewers, underground stormwater storage chamber system, 8-inch waterline extension and utility duct bank are included in the scope of the improvement.
• Construction of a new at-grade railroad crossing and removal of the existing railroad crossing on Grant Avenue.

• Construction of an additional underground stormwater storage chamber system.

• Railroad crossing improvements on Southwest Boulevard.

Attendance at the pre-bid conference is not mandatory, but is strongly encouraged due to the coordination which must occur between this improvement and other ongoing projects. Those interested in attending the pre-bid meeting shall RSVP at least 24 hours in advance to sspencer@emht.com to receive a link to the meeting.
An in-person site pre-bid meeting will be conducted specifically for work to occur within the railroad R/W. This meeting will be conducted at 10:00 am on September 24th. The meeting will commence at the intersection of Grant Avenue and Front Street. A Waiver and release of liability for the railroad will need to be completed and provided before or at the meeting to participate and enter upon railroad property. The release form is available through the Bid Express platform.
