The City of Grove City, through the City Administrator, will receive sealed bids for the 2026 Municipal Lawn and Landscape Maintenance Contract via Bid Express, until 10:00 a.m. local time February 26, 2026, and at that time and place will be publicly opened and read aloud. Grove City will neither open nor accept bids received after that time. The work for which Grove City is inviting bids consists of bed and mowing maintenance for the following locations: A. Town Center B. 3C Highway Easement Strip C. City Owned Parks D. Public Properties Work includes turf grass management, turf fertilization, weed control, edging and mulching, landscape bed and site detailing, tree fertilization, spring/fall cleanup, and other related work. 2026 City Wide Hanging Baskets and Planters Maintenance
The City of Grove City, through the City Administrator, will receive sealed bids for the 2026 City Wide Hanging Baskets and Planters Maintenance project via Bid Express, until 11:30 a.m. local time March 6, 2026 and at that time and place will be publicly opened and read aloud. Grove City will neither open nor accept bids received after that time. Subject to the right of Grove City to reject any or all bids, Grove City will award contracts to the bidder(s) submitting the lowest and best bid(s). The work for which Grove City is inviting bids consists of growing and maintaining 260 annual flowering hanging baskets and from 73 to 154 planter inserts (depending on the season) City wide. Work also includes starting the hanging baskets and planter inserts as plugs in a greenhouse environment for at least 2 months prior to being installed on site, fertilizing and watering every other day (weekends and holidays as well) from the time they are installed until middle of September (spring and fall flowers will be watered by the city), installation of the baskets and inserts in May as well as removal at the end of the season, application of pesticides or flower replacement if necessary, sanitizing and storage of the empty hanging baskets during the off season. The estimated costs for the work outlined in the specifications for the bid is: $120,000.00

Columbus Street Extension
Base Bid • Construction of a new roadway connecting existing Columbus Street west of Broadway to a termination point to the northwest. The proposed roadway improvements will include subgrade stabilization, full depth asphalt pavement, brick roadway, brick walks, concrete walks, landscaping and street lighting system. • Construction of a new parking lot. The proposed parking lot improvements will include construction of a new dumpster enclosure, new access drives, lighting and landscaping. • Extensive underground infrastructure including 24-inch and smaller storm sewers, underground stormwater storage chamber system, 8-inch waterline extension and utility duct bank are included in the scope of the improvement. • Construction of a new at-grade railroad crossing and removal of the existing railroad crossing on Grant Avenue. Additional Bid 1 • Construction of an additional underground stormwater storage chamber system. Additional Bid 2 • Railroad crossing improvements on Southwest Boulevard. The estimated costs of construction for the work outlined in the plans and specifications for the various bids are: Base Bid: $ 2,925,000.00 Additional Bid 1: $ 260,000.00 Additional Bid 2: $ 301,000.00 A virtual pre-bid conference will be conducted via Web-Ex at 10:00 am on September 23. Attendance at the pre-bid conference is not mandatory, but is strongly encouraged due to the coordination which must occur between this improvement and other ongoing projects. Those interested in attending the pre-bid meeting shall RSVP at least 24 hours in advance to sspencer@emht.com to receive a link to the meeting. An in-person site pre-bid meeting will be conducted specifically for work to occur within the railroad R/W. This meeting will be conducted at 10:00 am on September 24th. The meeting will commence at the intersection of Grant Avenue and Front Street. A Waiver and release of liability for the railroad will need to be completed and provided before or at the meeting to participate and enter upon railroad property.
