The City of Hilliard invites your company to provide a proposal for the implementation of a comprehensive, turnkey, integrated Financial Application System (FAS). Vendors may propose all or part of full system solution either by offering all parts themselves or by subcontracting the modules or aspects they do not offer. The city will balance the functional fit of solutions offered with that of more complete solutions that reduce the ongoing burden of integration support. The city is open to considering solutions that are either fully On-Premises or fully SaaS Cloud-based but must integrate with our onsite systems and comply with our financial regulations.

RFP - Recreation and Wellness Center Cafe/Juice Bar Operator
The City of Hilliard (the “City”) is in the process of building a new 110,558 square foot recreation and wellness center (“The Well”) anticipated to open in Summer 2025 located at 3993 Cosgray Road. This Request for Proposal is for the provision of café-type service at The Well. The City requests qualified companies to submit proposals and qualifications for consideration in the selection for a private entity to operate a 234 sq foot (13’ x 18’) café-style space that includes a grab and go refrigerated area, in the main entrance lobby of The Well, located adjacent to The Well front desk operations and the OSU Wexner Medical Center. The Downtown Hilliard Infrastructure Improvements consists of the following projects: 1. Center Street Modifications (T-157) and Main Street Resurfacing (T-121) - See Plan #P01006 This project includes pavement correction of Center St and Main St intersection to fix existing drainage issues. Project also includes the installation of a median island on Center St in order to fully close Center St between Main St and Wayne St along with curb ramps and crosswalk improvements. Project includes resurfacing of Main St for approximately 0.45 Miles. Items 1-71 in the Bid Schedule relate to the Center/Main St Improvements. 2. Wayne Street Sidewalk (T-133) - See Plan #P01009 This project consists of adding a 5' sidewalk along the Northwest side of Wayne St between Madison Street and Franklin Street. Items 72-93 in the Bid Schedule relate to the Wayne Street Sidewalk Project. The Engineer's Estimate for this Bid is $750,000. No bid will be accepted if it exceeds the City Engineer’s estimate on the base bid by more than ten percent (10%). 2023 Sanitary Sewer Cleaning and CCTV Program, Part 1 (CIP S-33)
**Notice: Addendum No. 1 was issued on 6/8/2023. ** The 2023 Sanitary Sewer Cleaning and CCTV Program, Part 1 (CIP S-33) (the “Project”) consists of a Base Bid for cleaning and televising 39,659 LF of sanitary sewer in the City of Hilliard, Ohio ranging from 8-inch to 15-inch diameter. Sanitary sewers are located within public right of way and backyard easements. Heavy cleaning may be required in approximately 20-percent of the sewers. Traffic control may be required to perform work in some areas. In addition, heavy cleaning and televising of 512 LF of 24-inch diameter storm sewer is included in the Base Bid. The storm sewer is located in a wooded area that can be accessed through an abutting apartment complex parking lot. Alternative Bid items for the cleaning and televising of 9,965 LF of 8-inch diameter sanitary sewer will be included in bid. The project will be awarded on the Base Bid amount. The Engineer's Estimate for the Base Bid is $164,413.00. No bid will be accepted if it exceeds the City Engineer’s estimate on the Base Bid by more than ten percent (10%). Cosgray Road Extension (CIP RP-7/T-86)
**NOTICE: Addendum No. 02 was issued on 6/2/2023** **NOTICE: Addendum No. 01 was issued on 5/23/2023** This project consists of 0.75 miles of new roadway from Alton & Darby Creek Road (CR-272) to the intersection of Cosgray Road (CR-39) and Scioto Darby Creek Road (CR-29) in Hilliard, Ohio. Improvements include two single lane roundabouts, one multi-lane roundabout, multi-use paths, street lighting, fiber conduit, signing, pavement marking, drainage improvements, waterline, and landscaping. The Engineer's Estimate for the Bid is $12,455,000. No bid will be accepted if it exceeds the Engineer’s Estimate by more than ten percent (10%). Contract Award is anticipated by the end of July 2023. Final Completion Date for the Project is October 31, 2024. Bidders shall carefully review the MOT requirements, including phasing and timing of allowable street closures and disincentive assessments for exceeding allowable closure limits. Plan are currently being routed for all signatures. Fully signed plans will be issued upon award of the project. CAD basemap files are provided in the attachment list to assist in preparation of bids. This project is being funded through a combination of local funds and OPWC funds. State prevailing wage applies to this project. There is no DBE goal. Bidders are required to review and certify the OPWC Proposal Notes in the attachment list. This project is located within the Big Darby Watershed and all erosion & sediment control during construction shall be strictly enforced. The successful bidder shall comply with the Storm Water Pollution Prevention Plan (SWPPP), which is provided in the attachment list below. **NOTICE: Addendum No. 2 was issued on 3/31/2023** **NOTICE: Addendum No. 1 was issued on 3/27/2023** The 2023 City of Hilliard Street Maintenance & Rehabilitation Program (SMRP) consists of mill and asphalt concrete overlay, microsurfacing, cape seal, crack sealing, pavement repairs (partial and full depth), pavement marking, curb and gutter repair, sidewalk repair, and ADA-compliant curb ramps. A Location Map is provided showing the location and scope of work. Items 1 - 59 in the Bid Schedule relate to the pavement maintenance work. Also included as part of this bid are modifications and maintenance/replacement work to two traffic signals on Avery Road. Work includes installation of ADA-compliant curb ramps, pedestals, and pushbuttons; replacement of school zone flashers; pavement marking; and other traffic signal maintenance items as provided in the plans entitled "Avery Road Traffic Signal ADA Modifications 2023". Clover Groff Run Stream Restoration, Phase 2 (CIP ST-38)
** NOTICE: Addendum No. 2 was issued on 3/27/2023. ** **NOTICE: The deadline date for issuing a final addendum was changed to 3/28/2023** **NOTICE: The deadline date was changed to 3/31/2023** ** NOTICE: Addendum No. 1 was issued on 3/22/2023. ** The project is located in and adjacent to Roger A. Reynolds Municipal Park, 3800 Veterans Memorial Drive, situated southwest of Scioto Darby Road and east of Alton Darby Road. The project is located within a Priority Stream Restoration Zone identified by the Big Darby Accord Watershed Master Plan. The project will employ a Natural Channel Design (NCD) approach to restore approximately 2,840 linear feet of channel. Of this total restoration reach, 2,440 linear feet will be completed using a Clean Ohio grant administered by the Ohio Public Works Commission (OPWC) and a City of Hilliard match. An additional 400 linear feet will be completed as part of the City's Small MS4 NPDES permit requirements using only City funds. The existing linear, overwide channel will be abandoned and a new channel will be constructed within a 150-feet wide excavated floodplain corridor. A cobble/gravel substrate and riffle/run/pool/glide sequence will be implemented to substantially improve instream habitat. The restored channel and a 150-feet wide floodplain will be constructed within an average 335-feet wide riparian corridor planted with robust native riparian species. Floodplain wetlands will be created within the riparian buffer to further improve water quality and provide habitat for native biota. The wetland areas will be planted with a diverse mix of native hydrophytes. The Engineer's Estimate for this Bid is $1,610,249.00. No bid will be accepted if it exceeds the City Engineer’s estimate by more than ten percent (10%). The Substantial Completion Date is January 19, 2024. The Final Completion Date is May 31, 2024.
