Professional Services for Industrial Pretreatment Program Development
The City of Perrysburg (hereinafter referred to as “CITY”) is seeking Requests for Qualifications (RFQs) from qualified firms to provide professional services for the development and implementation of a comprehensive Industrial Pretreatment Program. The work is intended to support the CITY’s efforts to protect the Wastewater Treatment Plant (WWTP), sanitary sewer collection system, receiving waters, biosolids management practices, and City personnel by establishing technically defensible local limits, updating the City’s Sewer Use Ordinance, and preparing the documentation necessary for Ohio EPA review and approval of the pretreatment program.
The selected firm will be expected to review the City’s current applicable ordinances, current and previous NPDES permits, available historical WWTP data, receiving water criteria, total maximum daily load requirements, current and future WWTP improvement projects, and operational information to identify pollutants of concern and develop a detailed sampling plan for the local limits evaluation.
Following completion of sampling and analytical review, the firm shall calculate maximum allowable headworks loadings and maximum allowable industrial loadings, compare results to the City’s existing local limits, and prepare draft and final Local Limits Evaluation reports with recommended limits.
As noted, the project will include a detailed review of the City’s Sewer Use Ordinance. The selected firm shall provide an update of the City’s Sewer Use Ordinance, including preparation of two ordinance versions to address near-term program needs and subsequent updates following completion of the local limits evaluation, along with completion of the Ohio EPA legal authority checklist.
In addition, the selected firm shall develop the City’s Industrial Pretreatment Program, including procedures for permitting and control of significant and categorical industrial users, compliance monitoring through sampling and inspections, enforcement response, public participation, staffing, training, resources, implementation scheduling, and preparation of a complete Ohio EPA submittal package that includes the required program description, industrial user inventory, monitoring and enforcement procedures, implementation materials, and applicable Ohio EPA program checklists.

RFQ for Collection System LTCP Amendment
The City of Perrysburg is requesting statements of qualifications (SOQs) for engineering services to perform additional modelling in the recently separated sewer system. Additional flow monitoring and rainfall monitoring may be required. Residual CSOs occur now following the sewer separation program which spanned 25 years and which involved installation of new storm sewers. The old combined sewer system (CSS) is now used as the sanitary sewer system. The original Long Term Control Plan (LTCP) was approved in 1997 although the plan lacked several required elements, such as comparative alternatives and modelling.
The City is working with environmental counsel and Ohio EPA to negotiate a schedule to submit an amended LTCP and a corresponding schedule of projects to further reduce residual CSOs. The first objective is to determine the timeline involved in developing a schedule of projects.

This project consists of proposed work along the bank of the existing pond at Three Meadows Park. Work shall consist of layout the proposed top and bottom of bank to match the elevations form the project that was completed in 2021, dewater existing pond (if needed) to a point below the current level, excavate and trim a new slope face to accommodate a 4:1 slope face, Place non-woven geotextile fabric layer over the prepared surface, cover geotextile fabric with 8 – 12” of ODOT Type D rip rap, construct at least one water access location (created using 35 tons of 6-8” limestone chunks) at a location determined by the City, and regrading and seed all remaining areas disturbed by the equipment during construction.
There will be a prebid meeting held on site on June 3rd at 1:00 pm. It is recommended that any contractor who will be submitting a bid attend the meeting.
The project will be awarded to the lowest and most responsive bidder based on the Grand Total Price of the Base Bid.

Rotary Park Pickleball Courts
Rotary Park Pickleball Courts
The owner will have the stone base prepared for the Contractor. This project consists of installing a concrete patio between two (2) sets of pickleball courts. The pickleball courts will have an asphalt base (placed on the prepared stone) covered with a three (3) coat acrylic tennis system. The eight (8) courts will be lined with textured latex line paint. Eight (8) pickleball nets with straps will be installed. Vinyl fencing will be installed both internally (4’ high) and around the perimeter (8’ high) of the two sets of courts, with gates at the appropriate locations. A three (3) foot landscape buffer will be installed on the outside of the perimeter fencing and a five (5) foot sidewalk will be installed on the outside of the landscape buffer. A twelve (12) foot sidewalk will be installed between the concrete patio and the parking lot.
The project will be awarded to the lowest and most responsive bidder based on the Grand Total Price of the Base Bid.
