Professional Services for Industrial Pretreatment Program Development
The City of Perrysburg (hereinafter referred to as “CITY”) is seeking Requests for Qualifications (RFQs) from qualified firms to provide professional services for the development and implementation of a comprehensive Industrial Pretreatment Program. The work is intended to support the CITY’s efforts to protect the Wastewater Treatment Plant (WWTP), sanitary sewer collection system, receiving waters, biosolids management practices, and City personnel by establishing technically defensible local limits, updating the City’s Sewer Use Ordinance, and preparing the documentation necessary for Ohio EPA review and approval of the pretreatment program.
The selected firm will be expected to review the City’s current applicable ordinances, current and previous NPDES permits, available historical WWTP data, receiving water criteria, total maximum daily load requirements, current and future WWTP improvement projects, and operational information to identify pollutants of concern and develop a detailed sampling plan for the local limits evaluation.
Following completion of sampling and analytical review, the firm shall calculate maximum allowable headworks loadings and maximum allowable industrial loadings, compare results to the City’s existing local limits, and prepare draft and final Local Limits Evaluation reports with recommended limits.
As noted, the project will include a detailed review of the City’s Sewer Use Ordinance. The selected firm shall provide an update of the City’s Sewer Use Ordinance, including preparation of two ordinance versions to address near-term program needs and subsequent updates following completion of the local limits evaluation, along with completion of the Ohio EPA legal authority checklist.
In addition, the selected firm shall develop the City’s Industrial Pretreatment Program, including procedures for permitting and control of significant and categorical industrial users, compliance monitoring through sampling and inspections, enforcement response, public participation, staffing, training, resources, implementation scheduling, and preparation of a complete Ohio EPA submittal package that includes the required program description, industrial user inventory, monitoring and enforcement procedures, implementation materials, and applicable Ohio EPA program checklists.

This study will include an analysis of the base water and sewer rates, water and sewer capital expansion charges, potential revenue changes resulting from current negotiations with the Northwest Water and Sewer District, and impacts related to the current Director’s Final Findings and Orders (DFFO) from the Ohio Environmental Protection Agency (OEPA), including potential financial costs impacts from the Final SSSO Elimination Plan.

Fire Station 38 HVAC Improvements
Fire Station 38 HVAC Improvements
This project consists of removing the three (3) existing residential grade furnaces, condensers and all ancillary equipment and installing a new commercial grade roof top unit. Ductwork will be reused as much as possible but some changes are needed.
There is also an alternate (Alternate H-1) to remove an existing (not in use) rooftop unit, curbs/penetrations and repair the roof.
This contract is subject to the provision of State of Ohio, Prevailing Wage Rates. The subsequent contract will require certificates of insurance and may require performance and payment bonds.
In order to be considered responsive, the contractor and all subcontractors will need to comply with City Ordinance 08-2023 which was passed in April of 2023. A copy of the Ordinance 08-2023 is included in the attachment list.
The project will be awarded to the lowest and most responsive bidder based on the Grand Total Price of the Base Bid and any Alternatives that are accepted.
Final Completion for the project: May 29, 2026

Architectural Design Services for Various Building Renovations
The City of Perrysburg recently finished a Comprehensive Feasibility and Space Utilization Study that examined six (6) different buildings. The purpose of the study was to determine space needs (now and in the near future) for each of the divisions/departments currently occupying the buildings, examine the condition of the existing buildings (including all systems) and determine what improvements need to be made and which divisions/departments should be housed in each building to make work flow between the divisions/departments more efficient and to make it easier for the public to interact with the City staff.
The City is now seeking Statement of Qualifications (SOQ) from firms to provide architectural design services for the renovations for four (4) of the buildings that were part of the previous study.
The City will also be selecting a Construction Manger at Risk (CM+R) delivery method for this project and the selected CM+R firm will be part of the design team and will offer input and suggestions throughout the design process.
