Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

To ensure the plan is resilient and forward-looking, the County seeks to integrate futures thinking into the process. The goal is to provide the County with a Strategic Plan that identifies the potential of the County, and a pathway to maximize that potential through an initial 5-year plan. This will include a look at how the areas described above will evolve, what uses will be supported by market forces, and recommended strategies the County can pursue to increase the success of existing and future businesses and industry clusters in Marin County and decreasing racial and geographic disparities. The County of Marin has allocated $100,000.00 to cover the work outlined in the specific proposal terms for the development of an Economic Development Strategic Plan as submitted by the RFP winner. If no one proposal meets the County’s needs, the Selection Committee may seek to combine elements and encourage collaboration across teams. The scope of work is detailed within this RFP. Depending on the findings and recommendations for implementation, other funds may become available. The Marin County Board of Supervisors will consider the results of the Strategic Plan developed by the selected firm at the conclusion of the project. As a relatively new program, the Strategic Plan will form the basis of future Economic Development program work at the County.
