Economic Sanctions Imposed in Response to Russia’s Actions in Ukraine

California joins the United States and other nations, states, and localities in condemning Russia’s attacks on Ukraine. On March 4, 2022, Governor Gavin Newsom issued Executive Order N-6-22(EO) regarding sanctions against Russia and Russian entities and individuals.

The Executive Order directs all agencies and departments that are subject to the Governor’s authority to take certain immediate steps, including notifying all contractors and grantees of their obligations to comply with existing economic sanctions imposed by the U.S. Government in response to Russia's actions in Ukraine, as well as any sanctions imposed under state law. Constitutional and independent state entities are encouraged to take the steps as well.

As a contractor or grantee, compliance with the economic sanctions imposed in response to Russia's actions in Ukraine is required, including with respect to, but not limited to, the federal executive orders identified in the EO and the sanctions identified on the U.S. Department of the Treasury website.

Failure to comply may result in the termination of contractors or grant, as applicable.

Project Name: Economic Vitality Strategic Plan Date: October 15,2025 Description: The County of Marin Economic Vitality Division, a program of the Office of the County Executive (OCE), is seeking proposals from qualified consultants or consultant teams to develop a comprehensive Economic Vitality Strategic Plan (EVSP) that strengthens and sustains a resilient, diverse and thriving economy, will generate increased revenues to support essential public services, fosters economic opportunity for innovative business approaches ranging from enhancing large established models to start-up microenterprises, and reflects the unique character of the many communities of Marin. The plan will be forward looking and grounded in principles of inclusive, impactful economic development and community vitality, and with specific attention to: - The distinct economies of Marin’s incorporated cities and towns; - Job centers, and the commercial and industrial hubs in unincorporated Marin, especially Marin City, Tam Junction, areas around Novato, and Point Reyes Station; - Rural and agricultural areas, and opportunities specific to the unique assets and challenges within the villages and hamlets of West Marin; - Racial disparity in Marin’s economic indicators (e.g. income inequality, poverty rates, educational attainment, home ownership), and geographic disparities that exist within supervisorial districts (e.g. Marin City - Sausalito, West Novato - Incorporated Novato) - Current economic development plans and/or references to economic development/economic vitality in planning documents (e.g. General Plans) that apply to any of the jurisdictions within Marin County. The selected consultant will develop a diversely informed community-based strategic roadmap to promote place-based economic vitality, aligned with existing County and regional strategies, and responsive to disparities in access to opportunity and wealth. To ensure the plan is resilient and forward-looking, the County seeks to integrate futures thinking into the process. The goal is to provide the County with a Strategic Plan that identifies the potential of the County, and a pathway to maximize that potential through an initial 5-year plan. This will include a look at how the areas described above will evolve, what uses will be supported by market forces, and recommended strategies the County can pursue to increase the success of existing and future businesses and industry clusters in Marin County and decreasing racial and geographic disparities. The County of Marin has allocated $100,000.00 to cover the work outlined in the specific proposal terms for the development of an Economic Development Strategic Plan as submitted by the RFP winner. Project Name: HAL BROWN BRIDGE AND PATHWAY REPLACEMENT PROJECT Project Contact & Email: Jacob Millard Jacob.Millard@marincounty.gov Project Description: The project is located in Creekside Marsh, a restored wetland between Bon Air Road and the Corte Madera Creek multi-use pathway. The scope of the project generally includes removing 2,300 square feet of existing asphalt pathway and an existing wood-framed bridge and foundations; and the installation of a new prefabricated bridge, an elevated wooden boardwalk, and new sections of asphalt pathways. The new bridge, boardwalk and pathway will be 10-feet wide and shall be compliant with all ADA accessibility requirements. The existing asphalt pathway will be removed, backfilled with native soils, and regraded to match existing adjacent grades. Construction of the new raised pathway includes the use of asphalt pavement, aggregate base, and lightweight backfill material. The purpose of the lightweight backfill is to reduce settlement in the underlying bay mud. The new prefabricated bridge will span 120 feet between new concrete abutments. The new wooden boardwalk will be approximately 47 feet in length and span between new concrete abutments. Helical piers will be utilized to support the concrete abutments and wooden boardwalk. The new sections of asphalt pathways will be installed at both ends of the project, adjacent to the new prefabricated bridge and adjacent to the new wooden boardwalk. Construction of bridge abutments, boardwalk, and raised pathway will be outside the limits of wetlands.
