PURPOSE AND SCOPE: The City of Charleston, WV (the City) is soliciting quotes for a one-time purchase of a complete Technical Rescue Equipment Package for use by the Charleston Fire Department (CFD). All equipment shall be supplied new, complete, and ready for emergency service use. This procurement is funded in whole or in part by a FEMA Homeland Security Grant Program (HSGP) grant and is subject to all applicable federal requirements.
All equipment supplied under this solicitation must be compatible and interoperable with federal FEMA Urban Search and Rescue (USAR) teams, consistent with the 2025 FEMA Approved Rescue Equipment Cache List (Type I). 2026-36 CFD Diesel Exhaust Extraction System
PURPOSE AND SCOPE: The City of Charleston, WV (the City) is soliciting quotes for a one-time purchase and installation of fully automatic Diesel Exhaust Extraction Systems, including demolition and disposal of existing exhaust removal equipment, for use by the City’s Charleston Fire Department (CFD). This procurement is funded in whole or in part by a FEMA Assistance to Firefighters Grant (AFG) and is subject to all applicable federal requirements under 2 CFR Part 200 (Uniform Guidance).
This is a diesel exhaust extraction system installation involving fully automatic source-capture systems at nine Charleston Fire Department locations. Includes demolition of existing equipment, supply and installation of new hose assemblies, exhaust fans, wireless controls, and tailpipe adapters.

2026-27 ADA Ramp Installation Project
PURPOSE AND SCOPE: The City of Charleston, WV (the City) is soliciting bids for the construction and/or reconstruction of curb ramps throughout the City of Charleston.
The 2026 ADA Ramp Installation Project shall consist of the replacement of existing concrete curb and adjacent sidewalk throughout various locations within the City of Charleston. All work shall be in compliance with the July 26, 2011, Public Right-of-Way Accessibility Guidelines (PROWAG), Chapter R3: Technical Requirements.
The details contained in the following specifications are not designed to exclude any vendor from bidding but are offered as a means of describing the needs of the City of Charleston. Where brand names are used, the words "or equal" are assumed to follow. All specifications are minimum requirements unless otherwise stated. Any deviations from the stated specifications must be described in detail. The merit of such deviations will be considered with regard to the City of Charleston’s intended use.
The Vendor shall furnish all materials, labor, and equipment necessary to complete all Construction Services. The Vendor shall furnish any incidental work, materials, labor, and equipment that are necessary to complete the Construction Services, even if such incidental work is not explicitly included in the Project Plans.
Note: Part or all of the funding for this contract may be provided by federal dollars. The vendor must adhere to the attached Federal Funds Addendum, including the Federal Wage Rates requirements.
