2025 Seed and Erosion Control Material

Prices submitted should be guaranteed through the 2025 maintenance season, April 1, 2025 through November 1, 2025. Prices shall include shipping and handling fees.

No interpretation of the meaning of the RFP will be made to any proposer verbally. Every request for such interpretation should be in writing and submitted through Bid Express.
To be given consideration, a request for interpretation must be received at least five (5) days prior to the date fixed for the review of the qualification packages. Any and all such interpretations and any supplemental instructions will be in the form of written addenda to the specifications which, if issued, will be sent Bid Express, not later than three (3) days prior to the date fixed for the review of the proposal packages. 2025 Culvert RFP
St. Croix County is requesting proposals for Culverts for the 2025 maintenance season.
The proposal shall be for one year's approximate requirements of culvert pipe from May 1, 2025, to May 1, 2026. All prices shall be guaranteed to May 1, 2026. Prices shall include shipping and handling fees. All materials are FOB St. Croix County, Wisconsin.

General Information:
All material proposed must meet or exceed State of Wisconsin, Department of Transportation, specifications as described in the current issue of "State of Wisconsin Department of Transportation Standard Specifications for Highway and Structure Construction", including applicable supplements.
Deliveries are generally made to the Department’s main shop located in Baldwin, WI, but may be required at other specific locations within the county on an as-needed basis and shall be made as timely as possible. Delivery time is expected within fourteen (14) working days of order on standard culverts and shall be a consideration for award of various proposals. All deliveries must be coordinated a minimum of 24 hours in advance. Any deliveries not coordinated with the Department in advance will be subject to either rejection or delay in unloading.
Appropriate pipe certification papers must accompany each load, at the request of the St. Croix County Highway Department.
To promote safe and efficient handling of all culvert stock delivered to our Baldwin yard, we require:
1. The culvert pipe on each semi-trailer shall be staked to hold load in place after the bands are removed.
2. Each layer of culverts shall be steel banded separately from the next layer.

2025 Pulverize and Milling

Pulverizing and Milling shall meet the requirements set forth in Sections 325.1 and 325.3 (pulverizing), 330.1 and 330.3 (milling), and 490 (Salvage Asphalt & Pavement) respectively of the Wisconsin Standard Specifications. Services may be provided on CHI, CHID, TRI, TRID, MSIP and Federal Aid STP projects, etc.

General Information
Schedule: Your proposal shall take into consideration scheduling a portion of the total pulverizing or milling for approximately three to four (3-4) separate time frames throughout the 2025 construction season as directed by the Highway Department. Highway Department forces will move the milling machine from site to site once the unit is in the County.
All work shall be scheduled and coordinated with Joel Allen, St. Croix County Patrol Superintendent, at (715) 245-4203.
Work Zone Signing: The contractor shall provide work area safety warning. St. Croix County will sign the work zone and maintain the work zone signing.
Scope of Services
Total proposals shall include all labor machinery and materials to accomplish the specified work in a timely manner as requested. All equipment to meet OSHA standards.
Total quantity of pulverizing or milling should be approximately twenty (20) to twenty-five (25) miles of highways in St. Croix County. The number of miles and locations may change subject to highway conditions and costs. Highway Department forces will be responsible for hauling, shaping and compacting roadway material.

2025 Bituminous Material
St. Croix County is requesting proposals for the furnishing of Bituminous materials throughout the 2025 construction season, no earlier than the week of June 2, 2025, and no later than the week of October 31, 2025.

All bituminous materials must meet WisDOT, Division of Highway Specifications. In addition to semi load pricing requested, proposed prices are to show the price per gallon or ton applied or delivered to any destination in St. Croix County or F.O.B. in the very immediate area. For chip sealing operations, please keep in mind that St. Croix County’s chip spreader is capable of spreading up to twenty-four feet (24’) width.

2025 Asphaltic Hot Mix Material

Scope of Services:
Total approximate tonnage is anticipated to be 60,000-100,000 tons. Locations vary throughout the county.
All asphaltic hot mix material must meet Wisconsin Department of Transportation current specifications as described in the "State of Wisconsin Department of Transportation Standard Specifications for Highway and Structure Construction", including applicable supplements.
Separate proposed prices are to show the price per ton of hot mix and warm mix material for various LT and MT mixes. Prices should include oil, aggregate and mixing with material loaded in St. Croix County trucks. Proposer shall also submit a price/ton for implementing WisDOT Quality Control Testing per WisDOT specifications, as St. Croix County will utilize this material on occasion for projects that will require Quality Control Testing. The implementation of testing will be at the direction and discretion of the St. Croix County Highway Department.
Various projects utilizing this proposed material may include L.R.I.P. funding including both CHI and TRI. This request for proposals is to satisfy all bidding requirements associated with the LRIP inclusive of TRI, CHI, MSI, CHID, TRID, MSID, Federal STP-Rural and STP-Urban projects. See Attachment A for the listing of anticipated outside funded projects.
