Public Works is strategically focused on advancing economic development through innovative strategies and business-friendly contracting opportunities to serve the County’s small business and local worker hiring objectives.

In Fiscal Year 2020-21, Public Works awarded over $1 billion worth of contracts, which helped create 12,394 jobs. The agency’s diverse workforce is comprised of approximately 4,000 employees in nearly 500 job classifications, including professional, technical, clerical, and skilled crafts.

The project's scope of work consists of renovating the former Los Angeles County Torrance Public Health Center located at 2300 West Carson Street in Torrance, California. The property is a two-story building of approximately 11,306 gross square feet, constructed in 1933 in a Spanish Colonial style. It was previously renovated in June 2005 and remains vacant after severe vandalism. The building renovations will include heating, ventilating, and air conditioning; electrical, plumbing, and fire sprinkler systems; ceilings and lighting fixtures; a new elevator; security and low-voltage systems; information technology equipment; telecommunication upgrades; and code-compliant public and staff restrooms. This project includes the Countywide Community Workforce Agreement (CWA).

Project Management Division III (PMD III) provides a wide variety of projects ranging support for road, bridge, flood control, sewer, water, and airport improvement construction projects. Resident Engineer projects may involve bridge construction, rehabilitation, widening or seismic retrofit; dam rehabilitation; storm drain or sewage pump plant construction or rehabilitation; major road reconstruction; construction of major storm drain systems; or other types of public works projects. PMD III supports infrastructure/horizontal construction. The objective of this solicitation is to select three qualified firms to provide the requested services.
