Champaign County Ohio Local Road Safety Plan
Champaign County and other local stakeholders are seeking to revise the safety plan for the County. With the progress made over the last several years, the updated plan will re-evaluate the focus areas and determine if new priorities and action strategies should be established based on the most current crash data. Additionally, the existing strategies in the action plan will be evaluated and may be adjusted, considering the latest data trends as well as known challenges and successes experienced by the County over the last five years of implementation. As with the original plan, local stakeholders have committed to participate both in developing the revised plan, but also in helping to implement the identified countermeasures. The County realizes that the only way to achieve their vision of a safer Champaign County is through continued partnership with local stakeholders, renewed data analyses and implementation of strategies proven to reduce fatalities and serious injuries. In addition to the new action plan, the County is also seeking funding to pilot technology solutions at two-way stop-controlled intersections. Data from 2008 through 2017 indicated that most fatal and serious injury angle crashes occurred at stop-controlled, four-legged intersections on locally maintained roadways. To combat these crashes, the County would like to pilot a technology used to increase the visibility of stop signs. Additionally, the “Cross Traffic Does Not Stop” plaque will be installed. These signs will be oversized, placed on both sides of the stop-controlled approaches, and include reflective strips on the signposts. Based on a study conducted for the Minnesota Local Road Research Board in 2014, a 42 percent decrease in angle crashes were reported after LED signs were installed. Furthermore, the report indicated that drivers were significantly more likely to stop fully with the LED signs. Champaign County does not currently have LED stop signs at any intersection within the County. To evaluate their effectiveness, the County has identified six locations, all on county-maintained roadways, to pilot this technology. The signs will be installed at the following locations: 1. Kite Road and Runkle Road 2. St. Paris Jackson Road and Runkle Road 3. Old Troy Pike and St. Paris Jackson Road 4.
Pisgah Road and Mutual Catawba Road 5. County Line Road and Valley Pike 6. Ludlow Road and Kanagy Road.
After installation, crash data at these intersections will be reviewed bi-annually over the next five years to determine the effects of the LED stop signs at these locations. After review, it may be determined that the treatment be applied to other intersections within the county. Alternatively, if crashes are not decreasing, additional countermeasures will be considered to reduce crash frequencies. Quarterly project reports will be required for federal requirements.
