A. INVITATION FOR BIDS
The CITY OF NEW ALBANY, Ohio will receive sealed bids for the materials and labor necessary for the construction of the Second Street, Third Street, and Founders Avenue Improvements Part 1 projects. 2024 CITY OF NEW ALBANY STREET IMPROVEMENT PROJECT
Project Description:
INVITATION TO BID (REVISED 5/29/2024)
Sealed proposals for the 2024 CITY OF NEW ALBANY STREET IMPROVEMENT PROJECT will be received by the City Manager of the City of New Albany, Ohio at Village Hall, 99 W. Main Street, New Albany, Ohio until 11:00 A.M., local time on:
June 14, 2024
and at that time and place will be publicly opened and read aloud. Bidders shall also have the option to submit bid documents via Bid Express until the aforementioned date and time for bid opening. Results of the bid will be revealed via Bid Express as well. All bids will be considered valid until 60 days after the opening date, although not accepted or rejected.
The work for which proposals are invited consists of the furnishing of all labor, materials and equipment required for the 2024 CITY OF NEW ALBANY STREET IMPROVEMENT PROJECT. These improvements will include, but are not limited to, Pavement Planing, Asphalt Overlay, Crack Sealing, Asphalt Rejuvenator, Pavement Markings, Curb Replacement and ADA Curb Ramp Replacement. Alternates are being considered to add GlasPave 25, or approved equal to a number of streets and to add additional streets to the project.
The 2024 CITY OF NEW ALBANY STREET IMPROVEMENT PROJECT construction cost estimates are as follows:

Each bid shall be signed by a corporate officer of the bidder, if bidder is a corporation, and shall contain the full name and address of each person or company interested in the same and shall be accompanied by a Proposal Bond in the amount of the bid, or by a certified check, cashier’s check or irrevocable letter of credit for ten percent (10%) of the bid, made payable to the City of New Albany conditioned that if the bid is accepted a Contract will be entered into within 10 days after notice of acceptance. A Contract Bond of One Hundred (100%) of the amount of the Contract with a satisfactory surety company, conditioned according to the law, will be required for the faithful performance of the Contract.

Bidders are required to submit bids using current prevailing wage rates on Public Improvements in Franklin County, Licking County, and the City of New Albany, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division.
The address of the Bidder shall be given with the signature of the bid.
The Bidder is required to fill out and where required execute each of the documents outlined in the Information for Bidders section.
The contract and notice to proceed shall be signed on or about June 28, 2024, and the work shall commence immediately thereafter. All work for the 2024 CITY OF NEW ALBANY STREET IMPROVEMENT PROJECT shall be substantially completed by November 1, 2024 (final completion by April 1, 2025). For each additional neighborhood added via selected alternate (alts 5 and 6), 15 calendar days will be added to the contract. In the event both neighborhood additions are selected, the final completion date shall be December 1, 2024. The addition of Fiber Matting by bid alternate will not result in any duration increase. An interim milestone is also included which requires that 50% of the asphalt overlay (ref no. 0002) shall be placed by August 31, 2024. The contractor will be required to submit a schedule of construction for approval by the City of New Albany prior to commencing construction.
The Bidder will be required to state in full detail, with the proposal, project experience in this class of work; bids from contractors inexperienced in this particular class of work will not be considered.
The Contractor shall, to the extent possible, use, and shall cause all of his subcontractors to use, Ohio products, materials, services, and labor in connection with the Project.
City of New Albany, Franklin County, Ohio, reserves the right to reject any or all bids, including all bids, which, in the opinion of the Public Services Engineer, show evidence of unbalancing prices, and also to waive technical defects as the interest of City of New Albany may require.

New Albany 2023 Water Distribution System Improvements
This project consists of furnishing all labor, materials and equipment for the construction of approximately 4,975-Feet of 24-inch, 5,845 feet of 20-inch water main, 100 feet of 16-inch water main, 1,615 feet of 12-inch water main, and 235 feet of 6-inch water main and associated restoration. Installation of the water main will require a completion of a jack and bore of approximately 60 feet of a 36-inch steel casing pipe and 20 feet of a 42-inch steel casing pipe.
