Tertiary Filter Upgrade - Water Reclamation Facility - RFQ
The City of Marysville is requesting Statements of Qualifications from Construction Manager at Risk (CMAR) organizations for the construction of the following Project, and for related pre-construction and procurement CMAR services:
Tertiary Filter Upgrade – Water Reclamation Facility

Statements of Qualifications demonstrating qualifications and ability to provide CMAR services and construct the Project shall be submitted to Cory Smith, Wastewater Superintendent via email to csmith@marysvilleohio.org until April 17, 2026 at 9:00 A.M. After that time, Marysville will no longer accept Statements of Qualifications.
The CMAR Contract will include the following services and Work:
• Construction Manager at Risk services including public sector construction, specifically at a wastewater treatment facility and procurement services seeking qualified construction subcontractors for specified Work packages.
• Preconstruction services including, but not limited to, scheduling, cost estimating, constructability review, preliminary and final Guaranteed Maximum Price (GMP) development and open book pricing.
Owner anticipates that the CMAR’s Contract Price will be approximately $3,000,000 with a range from $2,000,000 to $4,500,000 (Class IV estimated). The Project is anticipated to be fully funded using City Wastewater Funds with the CMAR pre-construction services and budgetary Contract Price included in the 2026-2027 fiscal year budget. The CMAR Contract has an expected start date September 2026 and duration for construction of 15 months.

Selection of the Construction Manager at Risk will be made using a two-step process.
• Step One: Owner will receive Statements of Qualifications.
• Step Two: The most highly qualified Proposers will receive a Request for Proposals and will submit a detailed Proposal for the CMAR Contract for the Owner’s consideration.

Carriage Acres & Cherry St. Pump Station Abandonment Plan
This project will eliminate the existing pump stations at 296 North Cherry Street (Cherry Street Pump Station) and 524 North Cherry Street (Carriage Acres Pump Station) and replace them with a gravity sanitary sewer. The proposed gravity sanitary sewer will be located along North Cherry Street between Surrey Lane and the existing trunk sanitary sewer north of the railroad tracks.
A pre-bid meeting will be held via teleconference (instructions to follow on bid express) on November 26, 2024, at 1:30 pm local time. Prospective Bidders are also encouraged to inspect the project area.

City of Marysville Pre-Engineered Buildings
This project intends to construct two separate outbuildings to be utilized by City of Marysville staff. Each building has different requirements which can be found within the provided plans on Bid Express. Bidders should include the following work in their bid: sourcing pre-engineered building materials, handling of all required building permits, completion of any grading work to be required per the plans and finally, the construction of the building with all fixtures included per provided engineering plan.
Selected contactor will be expected to prep the site to ensure an appropriate grade. Upon request, the City can provide suitable fill materials to establish the requested elevations.
Building #1 – 4-Sided Pre-Engineered Metal Building (80’x120’) with a series of garage doors allowing multiple access points. This will be a heated building with electric throughout. The floor finish will be concrete. The location of this building is at our current City of Marysville Wastewater Collections Department. (620 N Main St.)
Building #2 – 3-Sided Pre-Engineered Metal Building (60’x120’) serving as cold storage with open access points on one side, and a gravel floor. This building will include electric for lighting and several outlets. This building will be located at the current Maintenance Operation Center for the City of Marysville. (455 N Maple St.)
There will be a Pre-Bid Meeting held at City Hall, 209 South Main Street, Marysville, Ohio 43040 at 10:00 a.m., Local Time, on November 13th, 2024.

2025 Wastewater Treatment Chemicals
The City of Marysville has issued an Invitation to bid on the following water treatment chemicals: Polymer, Polyaluminum Chloride and Propane. The bid consists of suppling and delivering the chemicals to the City of Marysville Water Reclamation Plant at 12901 Beecher Gamble Road for operations during the 2025 calendar year.
This proposal does not require any bidder to submit an "all-or nothing" bid. Bidders may bid on one, two, or all three chemicals. Each chemical will be awarded separately. The City anticipates awards to multiple suppliers.
The ESTIMATED quantities are:
Polymer (80,000 pounds)
Polyaluminum Chloride (73,000 gallons)
Propane (75,000 gallons)
Any quantity specified is an estimate only. The City of Marysville will purchase just the quantities necessary, at various times, to perform the intended operation. The purchased quantities may be equal to, less than, or greater than, the estimate.

Pebble Lime - 2,200,000 lbs.

Ferric Chloride Solution - 660,000 lbs.

Pump Station #4 Force Main
The project consists of constructing force main improvements associated with Pump Station 04 and generally consisting of the following aspects:
Approximately 8,400 LF of 14” diameter HDPE forcemain that will intercept the existing PS-04 forcemain and send flow directly to the Marysville Water Reclamation Facility. Associated appurtenances such as air relief valves, gate valves and a pig receiving station is included in the work, as well as the tie-in work at both the upstream Ex. 12” PS-04 Force Main and downstream Ex. 14” Jerome Village Forcemain. The forcemain will be constructed by trenchless methods include approximately 230 LF Jack and Bore construction under US 33.

Chestnut St / Fladt Rd Waterline Improvements
This project will include the installation of 338 LF of 12” waterline along Chestnut Street. This project will also include a pavement mill and overlay along Chestnut Street with new curb to be installed along the West Side. Necessary maintenance of traffic, roadway striping, seeding, erosion control, and other miscellaneous items area required to restore the areas to their original condition.
Improvements at the Fladt Road Booster Station will also be included which will install a 377 LF, 16” bypass loop between existing 16” and 36” water mains.
There will be a Pre-Bid Meeting held at City Hall, 209 South Main Street, Marysville, Ohio 43040 at 10:00 a.m., Local Time, on August 28th, 2024.

Barrhaven Stormwater Improvements
This project will include the installation of a 48" diameter storm sewer pipe in the abandoned railroad bed parallel to Hickory Drive. Once the storm sewer crosses Kenny Lane, an open ditch will be installed at the downstream end of the project routing the stormwater to Town Run.
A Pre-Bid Meeting will be held IN-PERSON on August 14th at 9am. The Meeting will take place at Marysville's City Hall building located at 209 S Main St., Marysville Ohio, 43040.

2024 Paving Program

1. Pavement planing and re-surfacing of approximately 13,500 L.F of roadway
2. Including curb ramp, curb, and sidewalk replacement
3. Pavement planning and re-surfacing with generally two (2) inches of asphalt concrete surface course

Pump Station #4
The project consists of constructing a new sewage pumping station on a site owned by the City of Marysville.
The project includes construction of a new pump building including separate rooms for electrical, chemical handling and biofilter. The major equipment associated with the facility include dry-pit submersible pumps, bioxide chemical feed system, biofilter odor control system, standby generator, onsite utilities, site development and paving, landscaping, and related systems. The project also includes extending a new gravity sewer from the existing pump station nearby.
The engineer’s estimate for construction is $9,500,000.
A pre-bid meeting will be held via teleconference on February 7, 2023 at 1:30 PM local time.

SR 31 Improvements, Phase 3
Widening of SR 31 between Elwood Ave and the US 33 overpass. Reconfiguration of the US 33 EB / SR 31 interchange ramp. Traffic signal replacement. The project will also include curb, storm sewer installation, sidewalks, shared-use path, striping, signage, and street lighting.
