Tertiary Filter Upgrade - Water Reclamation Facility - RFQ
The City of Marysville is requesting Statements of Qualifications from Construction Manager at Risk (CMAR) organizations for the construction of the following Project, and for related pre-construction and procurement CMAR services:
Tertiary Filter Upgrade – Water Reclamation Facility

Statements of Qualifications demonstrating qualifications and ability to provide CMAR services and construct the Project shall be submitted to Cory Smith, Wastewater Superintendent via email to csmith@marysvilleohio.org until April 17, 2026 at 9:00 A.M. After that time, Marysville will no longer accept Statements of Qualifications.
The CMAR Contract will include the following services and Work:
• Construction Manager at Risk services including public sector construction, specifically at a wastewater treatment facility and procurement services seeking qualified construction subcontractors for specified Work packages.
• Preconstruction services including, but not limited to, scheduling, cost estimating, constructability review, preliminary and final Guaranteed Maximum Price (GMP) development and open book pricing.
Owner anticipates that the CMAR’s Contract Price will be approximately $3,000,000 with a range from $2,000,000 to $4,500,000 (Class IV estimated). The Project is anticipated to be fully funded using City Wastewater Funds with the CMAR pre-construction services and budgetary Contract Price included in the 2026-2027 fiscal year budget. The CMAR Contract has an expected start date September 2026 and duration for construction of 15 months.

Selection of the Construction Manager at Risk will be made using a two-step process.
• Step One: Owner will receive Statements of Qualifications.
• Step Two: The most highly qualified Proposers will receive a Request for Proposals and will submit a detailed Proposal for the CMAR Contract for the Owner’s consideration.

2018 Paving Program
City of Marysville annual resurfacing program. This project includes the following:
1) Pavement resurfacing of approximately 19,000 LF of roadway.
2) Approximately 7,000 LF of curb, 57 curb ramps, and 5,000 SF of sidewalk.

West 5th Street Sidewalk Improvements
Sidewalk improvements including approx. 9,100 SF fo sidewalk and 9 curb ramps. This project is being funded by ODOT's Safe Routes to School Program.

Mill Valley Stormwater Improvements
The City of Marysville Mill Valley Stormwater Improvement project includes the following:
Removal of two (2) stormwater detention basins by filling in the detention basins with suitable fill material to the proposed elevations and the removal of a non-functioning stormwater pump station, including all associated storm piping, storm structures and electrical items.
Installation of approximately 1200 linear feet of storm sewer ranging from 12” to 48” in diameter, 8 storm manholes and 1 storm headwall.
Necessary restoration (including fencing, topsoil, seeding, plantings, erosion control, etc.) and other miscellaneous items required to restore the area to its original condition, or better.

Coleman's Crossing Traffic Signal
The project consists of the installation of a new traffic signal at the intersection of Coleman’s Crossing Blvd and East 5th Street/Charles Lane and includes the following:
Combination signal support poles and signal heads.
Traffic signal controller and cabinet.
Installation of fiber optic cable and video detection system.
Other necessary construction items related to traffic signal installation.

33 Innovation Park, Phase 1
The 33 Innovation Park, Phase 1 project consists of the installation of a new public roadway (including curbing and an asphalt multi-use path) and associated public utilities (sanitary sewer, waterline, and storm sewer). The project also includes the widening of Industrial Parkway for a proposed turn lane. The City's approximate budget for this project is $1,600,000.
