Great Rivers Greenway (Developer) is soliciting electronic bids via Bid Express for GRG Bid# 2025-017-897E Mississippi Greenway NPS Building Access Controls/Security Upgrades at Gateway Arch National Park (897E) in St. Louis City, Missouri.
The Gateway Arch National Park (GANP) Law Enforcement Division/Physical Security Branch requires a complete system replacement, to include software and hardware, of the legacy Andover Continuum Operating system with an HSPD-12/FIPS 201-3 compliant Personal Identity Verification (PIV) Access Control System. While the system hardware shall be FIPS 201-3 compliant, FICAM software is not included in this project. However, any servers or prerequisite software to FICAM shall be provided and installed in accordance with the manufacturer’s instructions.
The existing Andover Continuum Access Control System is spread between four buildings, and includes various control panels, card readers, and input/outputs. Existing and new system reprogramming, including but not limited to database reentry, alarm and video system integrations are also included with the new access control system. All existing servers, software, control panels, boards, readers, and peripheral equipment are to be replaced and upgraded per the new design standards
Prospective Bidders are required to be in attendance at the Pre-Bid Meeting, scheduled for 9am-12pm on September 4, 2025. This meeting will begin at the Maintenance Facility located at 201 Poplar Street, St. Louis, MO 63102.

Great Rivers Greenway (Developer) is soliciting electronic bids via Bid Express for GRG Bid# 2025-014-883A Mississippi Greenway: Kiener Implementation 883A in St. Louis City, Missouri.
This project consists of site improvements to Kiener Plaza, focusing on two primary areas of the larger park identified as the "Shade Garden" and the "Oval Lawn." Improvements to the Shade Garden, located adjacent to the visitor center, include replacing the crushed aggregate plaza with precast concrete pavers and associated subsurface upgrades, removing existing trees, and installing new shade trees with a sub-terranean modular soil containment system. New site furniture will also be installed.
Improvements to the Oval Lawn, located on the eastern half of the site, include removal of the existing soil mound to create a level surface and rebuilding of the soil profile with subsurface drainage infrastructure. Specimen trees along the perimeter will be removed and replaced, and new light fixtures will be installed. Both areas will include irrigation system upgrades, electrical improvements/replacement, and the installation of additional site/landscape elements. These modifications are designed to enhance drainage, usability, and the overall functionality of the site.

2025-009-732C Gravois Greenway Bridge Repair and Replacements
Great Rivers Greenway (Developer) is soliciting electronic bids via Bid Express for GRG Bid# 2025-009-732C] Gravois Greenway Bridge Repair and Replacements (732C) in St. Louis County and Green Park, Missouri. This work consists of The general Work under this Contract includes removal and/or replacement of existing pedestrian bridges, replacement of asphalt trail pavement, modifications to existing wingwalls and installation of box culverts. All trail removal and replacement shall meet the accessibility guidelines defined by the Americans with Disabilities Act (ADA).
The work is along Gravois Greenway (Grant’s Trail) in Saint Louis County.
The bridge replacements are identified as follows:
- GRA-012: Replacement of existing bridge with a single box culvert (8'Wx4'H)
- GRA-013: Replacement of existing bridge with a dual box culvert (8'Wx7'H)
- GRA-014: Existing culvert repair: Wing wall replacement.
This project includes furnishing all material, labor, tools, equipment, and supervision necessary for the construction of the items herein described, in accordance with all the requirements represented in the attached drawings and the specifications.
