Great Rivers Greenway (Developer) is soliciting electronic bids via Bid Express for GRG Bid# 2025-017-897E Mississippi Greenway NPS Building Access Controls/Security Upgrades at Gateway Arch National Park (897E) in St. Louis City, Missouri. The Gateway Arch National Park (GANP) Law Enforcement Division/Physical Security Branch requires a complete system replacement, to include software and hardware, of the legacy Andover Continuum Operating system with an HSPD-12/FIPS 201-3 compliant Personal Identity Verification (PIV) Access Control System. While the system hardware shall be FIPS 201-3 compliant, FICAM software is not included in this project. However, any servers or prerequisite software to FICAM shall be provided and installed in accordance with the manufacturer’s instructions. The existing Andover Continuum Access Control System is spread between four buildings, and includes various control panels, card readers, and input/outputs. Existing and new system reprogramming, including but not limited to database reentry, alarm and video system integrations are also included with the new access control system. All existing servers, software, control panels, boards, readers, and peripheral equipment are to be replaced and upgraded per the new design standards Prospective Bidders are required to be in attendance at the Pre-Bid Meeting, scheduled for 9am-12pm on September 4, 2025. Deer Creek Greenway: Marshall Avenue Trailhead (243A)
The Marshall Avenue Trailhead is a unique public-private partnership that will result in the development of a trail connection and trailhead amenities to the newly expanded Deer Creek Greenway in Webster Groves, MO. Construction will include: concrete trail, pavilion, pump track, solar lighting, streambank restoration and other trailhead amenities.

Maline Greenway: Bridges in Bella Fontaine Park 286
The Contractor shall perform the work as represented on the attached drawing and the specifications. The work to be done under this contract consists of the replacement of three pedestrian bridges in Bella Fontaine County Park in north St. Louis County, Missouri. The project will also renovate the existing trails and add a new connection under Lewis & Clark Blvd. to create a new alignment adjacent to the Maline Creek. St. Louis County Parks owns and operates the park and will maintain the greenway post-construction. Other partners are the municipalities of Bellefontaine Neighbors and Moline Acres, as well as the Missouri Department of Transportation, who owns and operates Lewis & Clark Blvd. The project work includes: Earthwork, clearing and grubbing, demolition of three (3) existing pedestrian bridges, removal of approximately 3,500 feet of existing asphalt trail, rehabilitation of approximately 2,500 feet of existing asphalt trail, construction of: three (3) new single span pedestrian bridges ranging in length from 99 feet to 129 feet; decorative bridge columns; approximately 660 stream feet of creek bank restoration (bio-stabilization); approximately 6,200 feet of new 10’ wide asphalt trail; 213 feet of sanitary sewer; sanitary manholes; approximately 300 lineal feet of storm sewer and associated storm structures; 100 lineal feet of cast-in-place concrete retaining wall ranging in height from 6.5 feet to 8.5 feet; decorative hand rail; fencing; one (1) rain garden; signage; trail amenities; and general landscape. The work consists of furnishing all material, labor, tools, equipment, and supervision necessary for the construction of the items noted above in accordance with all the requirements of these specifications, and the drawings made a part thereof. Existing site amenities damaged during construction shall be replaced at no cost to the owner.
