The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

SJCDPW-RFQ-25-02
The San Joaquin County Department of Public Works (SJCDPW) requests statements of qualifications from engineering consulting firms to provide on call design engineering support services for miscellaneous projects in San Joaquin County (County). SJCDPW will establish a list of three (3) to five (5) consultant firms to provide services on an “On-Call” basis. The intent is to obtain, through a Request for Qualifications (RFQ) method of procurement, multiple consultant service Purchase Agreements for on-call design engineering support services for an amount not-to-exceed $200,000 per fiscal year. The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-25-02. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Airport Way Precise Plan (PLAN). The PLAN will focus on establishing the ultimate configuration of Airport Way between the City of Stockton limits at French Camp Road and the City of Manteca limits south at Roth Road that is necessary to serve future travel demands in south San Joaquin County. Alternatives considered by the PLAN will continue to facilitate industrial operations, including truck traffic, on and near the corridor and evaluate bicycle facilities for continuity with adjacent City planning. The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from construction management firms. These firms are sought to provide professional and technical services for construction administration and project inspection on an as-needed basis for various projects in San Joaquin County. The scope of professional services may encompass a range of projects, such as resurfacing, minor concrete work, bridge structures, intersection signalization, street lighting, and water/wastewater facilities, among others, for each assigned specific project. Professional services may include, but are not limited to, the following: constructability reviews, servicing as California licensed resident engineer, construction management and inspection, surveying, construction staking/surveying, contract administration, and project record services. SJCDPW will establish a list of two to three CM consulting firms. Each selected consultant will be selected to provide CM services on an “on-call” basis, and a Purchase Agreement will be executed with each consultant. The total amount of all projects assigned to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of payment for each assignment will be based on actual cost plus a fixed fee. The Plan will be used to identify recommended interim and ultimate improvements necessary to accommodate forecasted traffic volumes; right-of-way needs; timing for implementation of improvements; preliminary cost estimates for improvements; and will also consist of preparation of a program level California Environmental Quality Act environmental document. A Final Report will be prepared summarizing analysis, findings, and recommendations. The San Joaquin County Department of Public Works (SJCDPW) is seeking on-call environmental and planning consulting services to assist with preparation of technical environmental studies to support California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) and related environmental documents, such as Initial Studies/(Mitigated) Negative Declarations, Environmental Assessment/Finding of No Significant Impacts, Environmental Impact Reports/Environmental Impact Statements.
