Project Name: New Philadelphia Landslides UPC 2025
Project Description: New Philadelphia Landslides UPC 2025 reclamation contract is composed of six known project sites located on pre-law coal mining land located in Coshocton, Tuscarawas and Jefferson counties. Additional project sites may be added to the contract during the contract’s timeframe in any of the previous counties listed as well as in Holmes, Carroll and Harrison counties.
Purpose and intent of this reclamation contract is to reclaim landslides on multiple abandoned pre-law mining project sites to eliminate dangerous abandoned mine land features.
This contract is developed in the unit price format. All items have biddable units. No lump sum items. While each site has its own set of characteristics, the work being performed is similar. Items have been specified in a general way so that they can apply to the multiple project sites.
Bidding documents include general reclamation information that will be utilized for all project sites. Quantities provided in bidding documents are approximate, based on conceptual or preliminary design and to provide a general idea of size of known projects.
More detailed reclamation plans will be created and issued to the Contractor by way of Work Orders which will include more detailed site-specific reclamation plan, final estimated quantities/costs for each project site and project’s completion date. Issued work orders initiate work at a project site. Contractor shall have sufficient personnel and equipment to complete work at two project sites at the same time.
Reclamation will involve repairing landslide soil instability and associated general earthwork and drainage. Abandoned mine land features are public health and safety concerns to landowners, wildlife and forest area staff and visitors and users of public road and railroads. Reclaiming these features will protect the public’s health and safety and eliminate and prevent AML health and safety problems.
Brief Description and Preliminary/Conceptual Reclamation Scope of each known site:
New Alexandria Landslide:
Brief Description: Approximate 1-acre landslide on steep slope where some material has slid onto railroad tracks. Upslope drainage from flatter reclaimed area is partially responsible for landslide. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; earthwork operations on 7-acre flatter upslope area to direct drainage away from landslide area by creating sheet flow drainage in all directions; and revegetation.
Fernwood Drainage Maintenance:
Brief Description: Approximate 1-acre landslide below Township Road and above County Road within Fernwood State Forest. Upslope ground water table being fed by two hazardous waterbodies discharging to slope causing instability. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; underdrain installation through hazardous water body; earthwork operations on 8.5-acre upslope area to backfill hazardous water bodies and backfill small highwall; and revegetation.
TR 287 Landslide:
Brief Description: Approximate 1.5-acre landslide above Township Road within Woodbury Wildlife Area. Landslide slope being fed by upslope highwall pit/hazardous waterbodies causing instability. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1.5-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageway(s); earthwork operations on 4-acre upslope and adjacent areas to backfill hazardous water body and highwall and reclaim gob pile area; and revegetation.
Miller Slip:
Brief Description: Approximate 0.5-acre landslide above Township Road and next to landowner yard within surface mine spoil. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 0.5-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageway(s); and revegetation.
Gump Landslide Maintenance:
Brief Description: Ongoing instability within a previous AML landslide reclamation project. Previous landslide area was approximately 4 acres. There is a residence at downstream edge along one corner of landslide. Preliminary/Conceptual Reclamation Scope: Perform maintenance of landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; and revegetation.
Dessecker Mine Landslide Maintenance:
Brief Description: Ongoing instability of a landslide on a highwall backfill area of a previous AML reclamation project. Previous landslide was approximately 1.5-acre in size. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1.5-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; and revegetation.
Contractor shall furnish labor, materials and equipment necessary to perform work. Contractor is wholly responsible for ensuring site safety for both his own work crew and the public.

Project Name: West Austintown Reclamation
Project Description: The West Austintown Reclamation Project is on a pre-law coal mine site. The project site is in the north central portion of Mahoning County, in Austintown Township. The project site is located along the west side of S Turner Road between New Road and Fairview Road. The Mill Creek Metro Parks Bike Trail is west of the project site. The project site does not have a physical address. The project site access is located across from 6750 Fairview Road, Austintown, Ohio 44515. The Lat Long for the project site access is: 41.090948, -80.792310. The project site consists of two dangerous highwalls approximately 700 linear feet in total length. Steep spoil piles and irregular topography exist between and adjacent to the mining features. The dangerous highwalls have an average height of approximately 18 feet and a maximum height of approximately 24 feet. There are eight residences located within 150 feet of the mining features. The highwalls are located approximately 200 feet west of S Turner Road and within 300 feet east of the Mill Creek Metro Parks Bike Trail. A worn path from the bike trail to the highwall and piles of discarded brush are evidence of visitation.
The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwalls with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage and safe, and maintainable, slopes. Access the project site via the landowners’ access drive along the south side of Fairview Road. Construct an access apron and construction entrance from the landowners’ access drive to the project site. Construct a staging area at the end of the construction entrance. Perform the earthwork/backfilling of the highwalls after clearing and grubbing, and dewatering, have been performed. Construct the sediment traps and sediment trap outlets. Provide positive drainage from the sediment trap outlet to the existing waterway. Once grading has been approved, lime the disturbed areas. Perform cross ripping of reforestation areas. Install a pipe gate at the landowners’ access drive. Perform lawn revegetation of designated areas. Perform standard revegetation of non-reforestation areas. Perform reforestation revegetation of reforestation areas. During the maintenance period of the project, plant tree and brush seedlings during the specified time frame. Dewater the temporary sediment traps and remove all accumulated sediment. Remove the outlet structures and backfill the temporary sediment traps. Once grading has been approved, lime, fertilize, seed, and mulch the disturbed areas. Perform the site restoration of the access road, construction entrance, and staging area. Perform boundary surveys of the designated parcels. Provide all labor, materials, and equipment necessary to perform the work shown on the Contract Drawings and conforming to these specifications. Ensure site safety for both the work crew and the public.

Project Description: This project will reclaim approximately 2.6 acres of land impacted by pastmining and illegal dumping. The trash will be removed from the site for lawful disposal. The coal refuse will be regraded, and the entire site will be capped with offsite borrow material.
The site is an approximately 200 ft wide strip of land between State Route 329 and Federal Creek. Steep slopes are present and there is potential for landslides. The embankment between the road and the stream contains coal refuse, trash and construction debris. Several underground mine openings were previously filled. Exploratory drilling showed that coal refuse is present throughout the site. The coal refuse at this site is associated with pre-law underground mining operations. Additionally, the site has experienced years of illegal trash dumping. The trash heap extends down the slope and is approximately 4,000 square feet. A test pit showed trash at a depth of 13 feet. An adjacent section of the slope contains some construction debris.

Project Name: Y & O Road Highwall
Project Description: The Y & O Road Highwall Reclamation Project is on a pre-law coal mine site. The project site is in the southeastern part of Columbiana County, in Madison Township. The project site is along the south side of Y & O Road between Hammond School Road and County Airport Road. The project site is at 44727 Y & O Road, Wellsville, Ohio 43968. The Lat Long for the address is: 40.674389, -80.660534.
The project site consists of approximately 3,000 linear feet of dangerous highwalls, five associated hazardous water bodies, and steep spoil piles. The dangerous highwalls have an average height of approximately 57 feet above the surface of the impoundments, and a maximum height of approximately 92 feet. The impoundments, which do not discharge, have no outlet structures, and steep side slopes. The number of unimproved roads and trails above the highwalls, and throughout the project area, is a sign of intense visitation. There are residences found within 500 feet of the mining features.
The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwalls, and the associated impoundments, with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage, safe and maintainable side slopes, and engineered basin discharge structures. Access the project site via the landowner’s drive. Construct an access road from the landowner’s drive to the project site. Construct a staging area at the end of the access road. Perform the abandonment and removal of oil/gas wells, designated gas lines, and equipment prior to the start of reclamation work.
Perform the earthwork/backfilling of the highwalls after clearing and grubbing, and impoundment dewatering. Provide positive drainage by constructing grass lined channels to convey drainage toward the sediment basins. Modify the existing catch basin to accept the north basin discharge. Install an engineered catch basin riser structure, outlet pipe, and rock lined channel to regulate the basin discharge through the earthen embankment at the permanent north basin. Construct the emergency spillway for the temporary south basin.
Install a temporary outlet pipe and plunge pool to regulate the basin discharge through the earthen embankment at the temporary south basin. Construct remaining rock lined channels and stone crossings. Lime the disturbed areas after grading approval. Perform cross ripping of reforestation areas. Install the proposed gas line. Perform temporary lane closures on Y & O Road as needed.
At the landowner access, remove existing 2-2 catch basin and culverts. Install an ODOT 2-3 catch basin. Saw cut the roadway and excavate to remove the existing 15” RCP culvert and install an 18” PE/PVC culvert. Construct the landowner access apron and install a pipe gate. Perform lawn revegetation of designated areas. Perform standard revegetation of non-reforestation areas. Perform reforestation revegetation of reforestation areas.
During the maintenance period of the project, plant tree and brush seedlings during the specified period. Dewater the sediment basins and remove all accumulated sediment. Remove the temporary sediment control structures at the permanent north basin. Breach the temporary south basin embankment, relocate the excavated material, and remove the outlet pipe and plunge pool. Lime, fertilize, seed, and mulch the disturbed areas after grading approval. Project Description: The primary scope and intent of this project is to stabilize a mine subsidence that is affecting the residence. Stabilization operations for this project will require drilling and grouting of both angular and vertical injection holes. Subsurface information obtained from drilling activities will be used to determine if additional holes are needed.
Project Location: The Diane McGuire Subsidence site is located in the York Township of Athens County along Church Street in the city of Nelsonville. From US-33 East, take exit 182 to Nelsonville. Continue on US-33 BUS/W Washington Street for 1.8 miles and turn left onto Grosvenor Street. Project Name: Cream Ridge Road Highwall
Project Description: The project site consists of a dangerous highwall, associated hazardous waterbody, and steep spoil piles. The features are located on property owned byPeters Farm LLC. The dangerous highwall is wishbone shaped, is approximately 3,025 feet in total length, has an average height of approximately 46 feet above the surface of the impoundment, and a maximum height of approximately 60 feet. The impoundment has insufficient discharge structures and steep side slopes. The highwall is located within 100 feet of Beaver Creek State Park. A cabin is located on top of a steep spoil pile, within 10 feet of the edge, and approximately 40 feet above the hazardous water body. Numerous camping sites have been constructed above the highwall and on top of the spoil piles. The Boy Scouts of America regularly utilize the property for scouting activities. The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwall, and the associated impoundment, with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage, safe and maintainable side slopes, and engineered basin discharge structures. Access the project site via the landowners’ gated access drive. The existing unimproved drive entrance will be excavated, and a construction entrance established within the first 70 feet of the drive. Construct a staging area adjacent to the access road. Perform the earthwork/backfilling of the highwall after clearing and grubbing, and impoundment dewatering, have been performed. Provide positive drainage by constructing rock lined and grass lined channels to convey drainage toward the sediment basin. Install an engineered catch basin riser and outlet pipe to regulate the sediment basin discharge through the earthen embankment. Construct a rock lined channel at the end of the outlet pipe for drainage to pass through before entering the natural drainage course. Once grading has been approved, lime the disturbed areas. Perform cross ripping of reforestation areas. Perform standard revegetation of non-reforestation areas. Perform reforestation revegetation of reforestation areas. During the maintenance period of the project, plant tree and brush seedlings during the specified time frame. Dewater the sediment basin and remove all accumulated sediment. Remove the temporary sediment control structures and convert the sediment basin into a permanent pond. Once grading has been approved, lime, fertilize, seed, and mulch the disturbed area. Provide all labor, materials, and equipment necessary to perform the work shown on the Contract Drawings and conforming to these specifications. Ensure site safety for both the work crew and the public.

Project Description: Flow measurement devices will be installed in the Rehoboth subwatershed of Rush Creek to collect flow data for a future AMD treatment system. One flume and stream level gauge will be installed at the discharge of the impoundment on Monsanto Road, and a second flume and stream level gauge will be installed at the discharge of Perry State Forest, just upstream of its confluence with the impoundment discharge. A third stream level gauge will be installed at the mouth of the Rehoboth tributary upstream of Rush Creek. Data collected from the flumes will be used to establish a rating curve, allowing flow measurements to be quickly calculated using in-stream data loggers. This flow data will be critical in determining the type, size, and location of the future AMD treatment system constructed to treat the Rehoboth tributary, the primary contributor of AMD to Rush Creek.
Construction: The scope of work involves clearing, dewatering, excavation, stone placement, vinyl sheetpiling installation, flume installation, concrete, stream level gauge installation and revegetation.
