The project site is located across from 42989 Cream Ridge Road, Lisbon, Ohio 44432. The Lat Long for the project site access drive is: 40.742501, -80.689294 Project Name: Cream Ridge Road Highwall Project Description: The project site consists of a dangerous highwall, associated hazardous waterbody, and steep spoil piles. The features are located on property owned byPeters Farm LLC. The dangerous highwall is wishbone shaped, is approximately 3,025 feet in total length, has an average height of approximately 46 feet above the surface of the impoundment, and a maximum height of approximately 60 feet. The impoundment has insufficient discharge structures and steep side slopes. The highwall is located within 100 feet of Beaver Creek State Park. A cabin is located on top of a steep spoil pile, within 10 feet of the edge, and approximately 40 feet above the hazardous water body. Numerous camping sites have been constructed above the highwall and on top of the spoil piles. The Boy Scouts of America regularly utilize the property for scouting activities. The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwall, and the associated impoundment, with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage, safe and maintainable side slopes, and engineered basin discharge structures. Access the project site via the landowners’ gated access drive. The existing unimproved drive entrance will be excavated, and a construction entrance established within the first 70 feet of the drive. Construct a staging area adjacent to the access road. Perform the earthwork/backfilling of the highwall after clearing and grubbing, and impoundment dewatering, have been performed. Provide positive drainage by constructing rock lined and grass lined channels to convey drainage toward the sediment basin. Install an engineered catch basin riser and outlet pipe to regulate the sediment basin discharge through the earthen embankment. Construct a rock lined channel at the end of the outlet pipe for drainage to pass through before entering the natural drainage course. Once grading has been approved, lime the disturbed areas. Perform cross ripping of reforestation areas. Perform standard revegetation of non-reforestation areas. Perform reforestation revegetation of reforestation areas. During the maintenance period of the project, plant tree and brush seedlings during the specified time frame. Dewater the sediment basin and remove all accumulated sediment. Remove the temporary sediment control structures and convert the sediment basin into a permanent pond. Once grading has been approved, lime, fertilize, seed, and mulch the disturbed area. Provide all labor, materials, and equipment necessary to perform the work shown on the Contract Drawings and conforming to these specifications. Ensure site safety for both the work crew and the public. Project Location: The project site is in the central portion of Columbiana County, southeast of the village of Lisbon, in Elk Run Township. One flume and stream level gauge will be installed at the discharge of the impoundment on Monsanto Road, and a second flume and stream level gauge will be installed at the discharge of Perry State Forest, just upstream of its confluence with the impoundment discharge. A third stream level gauge will be installed at the mouth of the Rehoboth tributary upstream of Rush Creek. Data collected from the flumes will be used to establish a rating curve, allowing flow measurements to be quickly calculated using in-stream data loggers. This flow data will be critical in determining the type, size, and location of the future AMD treatment system constructed to treat the Rehoboth tributary, the primary contributor of AMD to Rush Creek. MANDATORY PRE-BID MEETING ON December 18, 2024 AT 10:00AM PRE-BID MEETING LOCATION: Latitude: 39.71767 & Longitude: -82.17066 Project Name: Gosline H2Ohio AMD Project Description: Project Description: The Gosline H2Ohio AMD project is located within Gosline Headwaters sub basin, which is part of the Upper Rush Creek Watershed (HUC: 05030204-020). The project area is located on Township Road 497 in Perry County Ohio. Surface mining, deep mining, and coal processing in the headwaters of the Rush Creek watershed have resulted in exposure of substantial amounts of mine spoils and deposition of coal refuse (primarily low-grade coal mixed with shale, sandstone, and pyritic spoils). Oxidation of these materials causes acid mine drainage (AMD) and, along with runoff from abandoned mine sites, results in severe impairment of water quality in Rush Creek. An Acid Mine Drainage Abatement and Treatment Plan was completed in 2009 and identified the un-named tributary where the project is located as a significant acid and metal loader to the Gosline Headwaters sub basin, and thus Upper Rush Creek. The overall goal of this project is to reduce acid and metal loadings in the un-named tributary where the project is located by reducing the amount and retention time of water coming into contact with acid forming materials through standard reclamation methods.  Specifically, this project includes the following construction components designed to meet the project goal: * Regrading approximately 16 acres of barren mine spoil and capping it with off-site soil. The area will be seeded to establish vegetation. Rock channels and aggregate drains will be installed to create positive drainage and stabilize the site. Downstream water will be directed to an existing area with hydrophytic vegetation, where limestone berms will be installed to create residence time and allow metals to precipitate before flowing into Upper Rush Creek mainstem.  * Removal of approximately 1 acre of an open water acid mine drainage pit impoundment that is a result of past mining activities. This component of the project will also include the backfilling of the adjacent highwall. Positive water drainage will be created through aggregate drains, ditching, and/ or rock channels as needed, and will reduce the formation of AMD. The drainage technique(s) will be field directed once the pits are drained. The remaining flow will be directed to an existing low lying area, allowing metals to precipitate before flowing into Upper Rush Creek mainstem. The scope of work will include backfilling the vertical openings and backfilling the highwalls with on-site soil. Additionally, the vertical openings acts as a stream capture in high flow events will be backfilled and a stream channel will be constructed out of Tied Concrete Block Channels. The intent of the Johnson Run Portals project is to fill and cap two open portals and a vertical shaft with polyurethane foam and native soil. Temporary stream crossings will be utilized to access the Salem Hollow site. The Combo Perry Co. Reclamation 2024 project is located on U.S. Forest Service land. Site access shall be from existing Township & County roads.
