Project Name: New Philadelphia Landslides UPC 2025
Project Description: New Philadelphia Landslides UPC 2025 reclamation contract is composed of six known project sites located on pre-law coal mining land located in Coshocton, Tuscarawas and Jefferson counties. Additional project sites may be added to the contract during the contract’s timeframe in any of the previous counties listed as well as in Holmes, Carroll and Harrison counties.
Purpose and intent of this reclamation contract is to reclaim landslides on multiple abandoned pre-law mining project sites to eliminate dangerous abandoned mine land features.
This contract is developed in the unit price format. All items have biddable units. No lump sum items. While each site has its own set of characteristics, the work being performed is similar. Items have been specified in a general way so that they can apply to the multiple project sites.
Bidding documents include general reclamation information that will be utilized for all project sites. Quantities provided in bidding documents are approximate, based on conceptual or preliminary design and to provide a general idea of size of known projects.
More detailed reclamation plans will be created and issued to the Contractor by way of Work Orders which will include more detailed site-specific reclamation plan, final estimated quantities/costs for each project site and project’s completion date. Issued work orders initiate work at a project site. Contractor shall have sufficient personnel and equipment to complete work at two project sites at the same time.
Reclamation will involve repairing landslide soil instability and associated general earthwork and drainage. Abandoned mine land features are public health and safety concerns to landowners, wildlife and forest area staff and visitors and users of public road and railroads. Reclaiming these features will protect the public’s health and safety and eliminate and prevent AML health and safety problems.
Brief Description and Preliminary/Conceptual Reclamation Scope of each known site:
New Alexandria Landslide:
Brief Description: Approximate 1-acre landslide on steep slope where some material has slid onto railroad tracks. Upslope drainage from flatter reclaimed area is partially responsible for landslide. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; earthwork operations on 7-acre flatter upslope area to direct drainage away from landslide area by creating sheet flow drainage in all directions; and revegetation.
Fernwood Drainage Maintenance:
Brief Description: Approximate 1-acre landslide below Township Road and above County Road within Fernwood State Forest. Upslope ground water table being fed by two hazardous waterbodies discharging to slope causing instability. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; underdrain installation through hazardous water body; earthwork operations on 8.5-acre upslope area to backfill hazardous water bodies and backfill small highwall; and revegetation.
TR 287 Landslide:
Brief Description: Approximate 1.5-acre landslide above Township Road within Woodbury Wildlife Area. Landslide slope being fed by upslope highwall pit/hazardous waterbodies causing instability. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1.5-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageway(s); earthwork operations on 4-acre upslope and adjacent areas to backfill hazardous water body and highwall and reclaim gob pile area; and revegetation.
Miller Slip:
Brief Description: Approximate 0.5-acre landslide above Township Road and next to landowner yard within surface mine spoil. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 0.5-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageway(s); and revegetation.
Gump Landslide Maintenance:
Brief Description: Ongoing instability within a previous AML landslide reclamation project. Previous landslide area was approximately 4 acres. There is a residence at downstream edge along one corner of landslide. Preliminary/Conceptual Reclamation Scope: Perform maintenance of landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; and revegetation.
Dessecker Mine Landslide Maintenance:
Brief Description: Ongoing instability of a landslide on a highwall backfill area of a previous AML reclamation project. Previous landslide was approximately 1.5-acre in size. Preliminary/Conceptual Reclamation Scope: Reclaim approximate 1.5-acre landslide by excavating benches, placing compacted fill, installing bench underdrains and installing rock drainageways; and revegetation.
Contractor shall furnish labor, materials and equipment necessary to perform work. Contractor is wholly responsible for ensuring site safety for both his own work crew and the public.

Township Road (TR) 410 Highwall reclamation project is located on a pre-law coal mine site. Project site is located southeast of the intersection of TR 410 and TR 168, approximately 0.4 miles west of the intersection of TR 410 and State Route 515 (Amish Country Byway) in WalnutCreek Township, Holmes County. The project’s latitude and longitude are approximately N 40.574036°, W 81.720902° based on WGS84 datum. See plans for Location Map. Project consists of approximately 1,700 feet of unreclaimed highwall with impoundment(s)/hazardous water body at base of highwall. Center of spoil ridge from previous mining operation is located approximately 100 to 200 feet from highwall. These features are located in a wooded area adjacent to agricultural and residential areas and pose a hazard to local residents and farmers working above highwall. Project shall consist of backfilling existing highwall and impoundment(s)/hazardous water body with adjacent spoil. Earthwork activities will consist of creating generally 4:1 slopes from top of highwall. Scope of work for project includes: access road/staging area construction; installation of sediment control; clearing and grubbing; impoundment dewatering; earthwork, rock/concrete lined channels; temporary seeding; application of lime; and revegetation. County Road (CR) 75 Highwall reclamation project is located on a pre-law coal mine site. Project site is located southwest of the intersection of CR 75 (Gerber Valley Rd NW) and Route 340 (Shetler Rd NW), approximately 2.5 miles northwest of the village of Sugarcreek in Sugar Creek Township, Tuscarawas County. The western portion of the project extends into Holmes County. The project’s latitude and longitude are approximately N 40.534180°, W 81.664226° based on WGS84 datum. See plans for Location Map. Project consists of approximately 1,600 feet of unreclaimed highwall. Center of spoil ridge from previous mining operation is located approximately 100 to 200 feet from highwall. These features are located in a wooded area adjacent to agricultural and residential areas and pose a hazard to local residents and farmers working above highwall. Project shall consist of backfilling existing highwall with adjacent spoil. Earthwork activities will consist of creating generally 6:1 slopes from top of highwall. Scope of work for project includes: access road/staging area construction; installation of sediment controls; clearing and grubbing; dewatering; earthwork; rock lined channels; temporary seeding; application of lime; and revegetation. TR 66 Highwall:
Township Road (TR) 66 Highwall reclamation project is located on a pre-law coal mine site. Project site is located southwest of the intersection of TR 66 (Cement Bridge Rd NW) and TR 97 (Chestnut Ridge Rd NW), near an industrial lumber facility, approximately 2 miles east of the village of Winesburg in Wayne Township, Tuscarawas County. The project’s latitude and longitude are approximately N 40.622651°, W81.657440° based on WGS84 datum. See plans for Location Map. Project consists of approximately 2,700 feet of unreclaimed highwall with impoundment(s)/hazardous water body at base of highwall. Center of spoil ridge from previous mining operation is located approximately 100 to 200 feet from highwall. PROJECT DESCRIPTION: The Plasterbed Rd. Subsidence project is in Port Clinton in Ottawa County, Ohio. The site is located approximately 0.41 miles south of the intersection of E. State Rd. and S. Plasterbed Rd.
The scope and intent of this project is to drill and grout an area of abandoned underground gypsum mine(s) to remediate a subsidence feature that has impacted a small area of S. Plasterbed Rd.
Proposed reclamation shall include approximately:
* 950 cubic yards of concrete,
* 300 cubic yards of grout,
* 650 linear feet of drill holes (vertical/angled),
* 500 linear feet of casing,
* 4 square yards of asphalt,
* 200 linear feet of existing fence dismantling and resetting,
* Site surveying.
Temporary erosion and sedimentation controls including silt fence and straw bale dikes shall be implemented. Following drilling and grouting operations, the applicable site areas will be limed, fertilized, seeded and mulched for permanent stabilization.

PROJECT DESCRIPTION: The Cochran-Huey Mine Drain Project is located in Falls Township, Muskingum County, Ohio. Directions to the Pre-Bid Meeting site are as follows: From Cambridge, take 70 West to the Underwood Exit # 155. Turn right onto Underwood St. Turn right on Linden Ave. In 1.8 miles, turn left onto E. Highland Drive. In 0.3 miles turn right into 3112 E. Highland Drive Zanesville, OH 43701. The project’s coordinates are 39.981217, -81.990622.
The seepage problem at this site is associated with pre-law surface mining operations conducted within a mile from the site, as seen on the 1962 USGS 7.5’ ZANESVILLE EAST Quadrangle map.
This project will capture water from an abandoned underground mine and redirect it to an existing channel, eliminating the oversaturated conditions occurring on the properties below.
The project consists of redirecting a drainage issue from an existing mine drain through the installation of an underground outlet pipe with pipe cleanout stations. The existing mine drain will be directed though the new drain system and will discharge into an existing drainage ditch and then through an existing
culvert. Temporary erosion and sediment controls include the use of silt fence and straw bale dikes. Once the site has been reclaimed to final grade, it shall be fertilized, seeded and mulched. Additional work items include, but are not limited to, clearing and grubbing of the work limits, hydro jetting the existing mine drain, and the repair of a section of the existing culvert.

Project Name: Cooper Hollow Waterloo Dam Removal Project Description: The Cooper Hollow Waterloo Dam Removal Project is located in the Division of Wildlife's (DOW) Cooper Hollow Wildlife Area, approximately 3.15 miles south of Winchester, Ohio, in the Madison Township of Jackson County, Ohio. From Oak Hill Middle/High School, turn left onto OH-93 North for 1.9 miles. At the intersection of Ohio State Route 93 and Pyro Road, turn right onto Pyro Road and continue straight for 0.1 miles. Next, turn left onto Zoar Church Road and continue for 1 mile before turning right onto Mining Haul Road. Continue on Mining Haul Road for 0.1 miles and turn right to stay on Mining Haul Road. Continue for 0.6 miles before reaching a left turn onto the access road leading up to the Cooper Hollow Waterloo Dam. The coordinates of the project area are 38°56'24.24"N, 82°32'31.38"W. The Pre-bid meeting location coordinates are 38.951136 N, -82.562780 at the intersection of S.R. 93 and Roscoe Road.
This project shall reduce the overall capacity of the Cooper Hollow Waterloo Dam, formerly known as the Waterloo Coal Company Dam (IM-0978). The dam was originally constructed to aid in mining activities. An ODNR Division of Geologic Survey Records indicated that the closest mine was approximately 1000 ft. North of the dam. These are the Waterloo Coal Co. C- 0854 and C-0370 mines, permitted in 1981 and 1942, respectively. The primary coal seam mined was the Lower Kittanning No. 5 seam. Additionally, the 1961 Oak Hill Quadrangle USGS map indicated that extensive strip mining also took place in the 1940s or 1950s as well. The project proposed to reduce the dam height to less than 10 ft. and decrease the storage capacity to less than 50 ac-ft. exempting it from Dam Safety Jurisdiction. Additional work will include removing the principal spillway pipe, addressing the erosion issues on the dam crest / embankments, and clearing the area of trash/debris. A design requirement is to maintain drivable
access across the dam post-construction. All spoil will be placed at the DOW’s existing borrow area.
This project will require excavation and disposal, compacted embankment, riprap fill, the removal of the existing principal spillway pipe, and installation of two proposed principal spillway pipes to reduce the capacity of the dam from its currently listed height of 18.8 ft. and storage of 51 ac-ft. to less than 10 ft. and less than 50 ac-ft. This will also require construction of a new emergency spillway with appropriate riprap protection and to correct damaged drainage patterns due to erosion and sedimentation. The project also proposes improvements to the existing access road and installation of a construction entrance that will provide access to the dam. These improvements will require the use of aggregate base, subgrade compaction, and the use of a longitudinal channelizing device to create ditches on each side of the access road. A kayak/canoe launch point will also be installed as part of the project. The project will also make appropriate use of silt fence, straw wattles, and reseeding practices as erosion and sediment control practices.

Coordinates for the site are Latitude: 39.11321 & Longitude: -82.53258. Primary scope and intent of this project is to stabilize mine subsidence at both sites that are affecting the residences. Stabilization operations for this project will require drilling and pressure grouting of both angular and vertical injection holes.
