MANDATORY PRE-BID MEETING ON OCTOBER 30, 2025 AT 10:00AM Project Name: New Philadelphia Landslides UPC 2025 Project Description: New Philadelphia Landslides UPC 2025 reclamation contract is composed of six known project sites located on pre-law coal mining land located in Coshocton, Tuscarawas and Jefferson counties. Additional project sites may be added to the contract during the contract’s timeframe in any of the previous counties listed as well as in Holmes, Carroll and Harrison counties. Purpose and intent of this reclamation contract is to reclaim landslides on multiple abandoned pre-law mining project sites to eliminate dangerous abandoned mine land features. This contract is developed in the unit price format. All items have biddable units. No lump sum items. While each site has its own set of characteristics, the work being performed is similar. Items have been specified in a general way so that they can apply to the multiple project sites. Bidding documents include general reclamation information that will be utilized for all project sites. Quantities provided in bidding documents are approximate, based on conceptual or preliminary design and to provide a general idea of size of known projects. The project site is in the southeastern part of Columbiana County, in Madison Township. The project site is along the south side of Y & O Road between Hammond School Road and County Airport Road. The project site is at 44727 Y & O Road, Wellsville, Ohio 43968. The Lat Long for the address is: 40.674389, -80.660534. The project site consists of approximately 3,000 linear feet of dangerous highwalls, five associated hazardous water bodies, and steep spoil piles. The dangerous highwalls have an average height of approximately 57 feet above the surface of the impoundments, and a maximum height of approximately 92 feet. The impoundments, which do not discharge, have no outlet structures, and steep side slopes. The number of unimproved roads and trails above the highwalls, and throughout the project area, is a sign of intense visitation. There are residences found within 500 feet of the mining features. The intent of this reclamation project is to establish a safe and maintainable site by backfilling the highwalls, and the associated impoundments, with existing spoil to eliminate the safety concerns. The proposed construction will also provide positive drainage, safe and maintainable side slopes, and engineered basin discharge structures. Access the project site via the landowner’s drive. Construct an access road from the landowner’s drive to the project site. Construct a staging area at the end of the access road. Perform the abandonment and removal of oil/gas wells, designated gas lines, and equipment prior to the start of reclamation work. Perform the earthwork/backfilling of the highwalls after clearing and grubbing, and impoundment dewatering. Provide positive drainage by constructing grass lined channels to convey drainage toward the sediment basins. Modify the existing catch basin to accept the north basin discharge. Install an engineered catch basin riser structure, outlet pipe, and rock lined channel to regulate the basin discharge through the earthen embankment at the permanent north basin. Construct the emergency spillway for the temporary south basin. Install a temporary outlet pipe and plunge pool to regulate the basin discharge through the earthen embankment at the temporary south basin.
