Tertiary Filter Upgrade - Water Reclamation Facility - RFQ
The City of Marysville is requesting Statements of Qualifications from Construction Manager at Risk (CMAR) organizations for the construction of the following Project, and for related pre-construction and procurement CMAR services:
Tertiary Filter Upgrade – Water Reclamation Facility

Statements of Qualifications demonstrating qualifications and ability to provide CMAR services and construct the Project shall be submitted to Cory Smith, Wastewater Superintendent via email to csmith@marysvilleohio.org until April 17, 2026 at 9:00 A.M. After that time, Marysville will no longer accept Statements of Qualifications.
The CMAR Contract will include the following services and Work:
• Construction Manager at Risk services including public sector construction, specifically at a wastewater treatment facility and procurement services seeking qualified construction subcontractors for specified Work packages.
• Preconstruction services including, but not limited to, scheduling, cost estimating, constructability review, preliminary and final Guaranteed Maximum Price (GMP) development and open book pricing.
Owner anticipates that the CMAR’s Contract Price will be approximately $3,000,000 with a range from $2,000,000 to $4,500,000 (Class IV estimated). The Project is anticipated to be fully funded using City Wastewater Funds with the CMAR pre-construction services and budgetary Contract Price included in the 2026-2027 fiscal year budget. The CMAR Contract has an expected start date September 2026 and duration for construction of 15 months.

Selection of the Construction Manager at Risk will be made using a two-step process.
• Step One: Owner will receive Statements of Qualifications.
• Step Two: The most highly qualified Proposers will receive a Request for Proposals and will submit a detailed Proposal for the CMAR Contract for the Owner’s consideration.

2020 Removal of Water Treatment Plant Lime Lagoon Sludge Residual
The purpose of this project is to remove the lime sludge from the water treatment plant’s lime sludge lagoon by means of pumping techniques for the City of Marysville.
The quantities of sludge to be paid for under this contract shall be the calculated number of dry tons of sludge removed from the City’s lime sludge lagoon in accordance with the specifications herein and measured for payment as specified.
Calculation of dry solids shall be by the following formula:
CAKE SLUDGE DRY TONS = Wet lbs. removed x % Solids x Sp. Gr. (1.05) / 2,000 lbs.
Solids Determination: The value for % solids will be determined by the Owner’s lab or by a certified testing laboratory. This is at no cost to the Contractor.

• Combination signal support poles and signal heads

Marysville Water Treatment Plant
The project consists of building a new 7.5 MGD water treatment plant on a greenfield site owned by the City and generally consisting of the following aspects:
- Site development including paving, underground utilities, grading, landscaping, and restoration.
- Treatment processes including pumping, pretreatment basins, aerator, lime and soda ash storage and feed equipment, solids contact clarifiers, recarbonation basin and liquid carbon dioxide feed equipment, ozone contact basin and ozone generation and feed equipment, gravity media filters, 2 million gallon cast-in-place clearwell, chemical feed systems, residuals pumping and recycle facilities, sludge storage lagoons, and all related process integration items.
- A new 37,000 SF building for the administration and main treatment process functions. Administration building also includes offices, conference / break room areas, restrooms, maintenance area, electrical and mechanical rooms, control room, and laboratory.
- A new 1,800 SF ozone and recarbonation system building.
- A new 1,800 SF high service pumping building.
- All related HVAC and plumbing systems associated with the new buildings.
- All related electrical infrastructure associated with the new buildings and treatment equipment including a standby diesel generator.
The Engineer's Estimate for this project is $50,000,000.00

Customer Service Counter Upgrades
The project consists of the installation of the following:
• (5) Six-feet wide teller stations with bullet-resistant glazing and built-in secure transaction measures.
• New built-in millwork desks including new counters, casework, and divider panels.
• Conference area with built-in millwork conference desk and new full-height glass wall divider.
• Related necessary mechanical, electrical, fire protection, and technological changes.
• Necessary restoration in space including patching, repainting, and other miscellaneous items required to restore the area to its original condition, or better.

2020 Paving Program

1) Pavement resurfacing of approximately 9,000 LF of roadway.
2) Including curb ramps, curb, and sidewalk replacement.

SR-31 Improvements, Phase 2 (PID 106441)
The project consists of the following:
• Construct a new Ramp ‘E’ spur to connect S.R. 31 to U.S. 33 across from existing Ramp ’F’ – approximately 500 linear feet
• Add an additional lane to existing Ramp ‘E’ – approximately 350 linear feet
• Construct an extension of Northwoods Drive between S.R. 31 and Mill Road – approximately 725 linear feet
• Convert a three leg intersection to a four leg intersection with the construction of a new round-a-bout
• Extend Cobblestone Way to the proposed Northwoods Drive extension – approximately 350 linear feet
• The widening of Ramp ‘E’ will require extending the existing culvert.
• A new culvert will be needed for the new Ramp ‘E’ spur.
• The project will include also curbing, storm sewer installation, striping, signage, street lighting, traffic signal replacement, sidewalks, shared use path, sanitary sewer, and water line installation.
