The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Washing Area Complete Streets Project (PROJECT). CONSULTANT will design and engineer the Washington area neighborhood roadway into a "complete streets" corridor, The PROJECT will include the construction of new sidewalks and buffered bike lanes, as well as enhanced intersections throughout the project area. Improvements will be constructed along Washington Street, Del Mar Avenue, Horner Avenue, and Walker Lane. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Design Engineering for the State Route (SR) 26 and Jack Tone Road Roundabout Project (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County. The CONSULTANT shall prepare project documentation, plans, specifications and estimates consistent with SJCDPW Standards and Caltrans Guidance documents including but not limited to; Project Development Procedures Manual, Plans Preparation Manual, California Manual on Uniform Traffic Control Devices, Construction Contract Development Guide, and Right of Way Manual. SJCDPW’s goal, for scheduling purposes, is to have the Project Study Report – Project Development Support or other agreed upon alternative Project Initiation Document within twelve (12) months or less from issuance of the Notice to Proceed (NTP). Submission of the sixty-five percent (65%) design completed for the PROJECT within twenty-four (24) months or less from issuance of the NTP. Within this time, the necessary survey data will be collected and analyzed, and the roadway geometry/topography will be identified. Submission of the ninety-five percent (95%) design shall be due on or before thirty (30) months from issuance of the NTP. Right-of-Way activities shall be completed within forty-two (42) months from issuance of the NTP. Submission of the Final signed PS&E shall be due on or before forty-eight (48) months from issuance of the NTP. The San Joaquin County Department of Public Works (County) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-06. Selected CONSULTANT will perform professional and technical services for the proposed North San Joaquin Area Local Floodplain Delineation (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County Flood Control and Water Conservation District (SJCFCWCD) for the PROJECT. The San Joaquin County Public Works Department, acting as staff for the SJCFCWCD, will serve as contract administrators. All work shall comply with the County Policies, and meet the requirements of the State of California Department of Water Resources (DWR) Regulations. CONSULTANT will carry out studies and map local flood hazard areas and remap historic flooding the PROJECT area. County currently maps historic flood boundaries from floods that occurred in 1955 and 1958. However, these maps are rough digitizations and are approximations of such areas. Furthermore, flood control, water storage, and land development constructed upstream of the watershed since 1955 and 1958 period have altered the boundaries of these historic flooding areas. The PROJECT also intends to remedy deficiencies of existing drainage facilities and assess future improvements. The PROJECT will be carried out in two phases: Phase 1 will focus on remapping historical flood areas in the North San Joaquin area while Phase 2 will focus on remapping in the South San Joaquin area. All work shall comply with the County Policies, and American Society for Testing and Materials (ASTM) CONSULTANT will perform an evaluation of the designated County roads, assign a condition score to each segment, and provide recommendations for projects and pavement rehabilitation. The work will generally consist of: • Physically evaluating the pavement condition of the designated County roads and determining a Pavement Condition Index (PCI) for each road segment pursuant to ASTM Standard D 6433 utilizing the modified seven distress method by Metropolitan Transportation Commission • Measuring and scoring roadway segments for roughness per the International Roughness Index (IRI) • Identifying feasible rehabilitation alternatives for each roadway section, if necessary • Creating an Excel and GIS database with a summary of PCI scores • Prioritizing projects and preparing a recommended five (5)-year pavement management plan within a set budget (optional task) • Provide data in two separate formats that will be compatible with upload to Cartegraph (OpenGov) and to Street Saver • Final report on scores and recommendations
