The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-26-07. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Washing Area Complete Streets Project (PROJECT). CONSULTANT will design and engineer the Washington area neighborhood roadway into a "complete streets" corridor, The PROJECT will include the construction of new sidewalks and buffered bike lanes, as well as enhanced intersections throughout the project area. Improvements will be constructed along Washington Street, Del Mar Avenue, Horner Avenue, and Walker Lane. Washington Street Improvements (Anteros Avenue to Walker Lane) • New curb, gutter and sidewalk on the north and south sides of the street. • Reconfigured striping to add buffered bike lanes and parking lanes in each direction. • Add ladder-style pedestrian crosswalk markings at Hinkley Ave, Olive Ave, Adelbert Ave, Gertrude Ave, Sinclair Ave, Coolidge Ave, Carroll Ave, Dawes Ave, Wagner Ave, Del Mar Ave, Anthony Ave, and Thelma Ave intersections. • Add pedestrian crosswalk striping at the Anteros Ave, Oro Ave, Adrienne Ave, Walker Ave, May Ave, and Walker Ave intersections. • Add ADA curb ramps at all intersection corners. • Add corner curb extensions (bulb-outs) with ADA curb ramps at each corner of the Oro Ave, Gertrude Ave, Wagner Ave, Adrienne Ave, and Walker Ave intersections. • Add a traffic circle at the Carroll Ave intersection. • Storm drain pipe and inlet installation, as necessary to complete the storm drainage network Del Mar Avenue Improvements (Horner Avenue to Washington Street) • New curb, gutter, and sidewalk along the east and west sides of the street. • Add ADA-compliant curb ramps at intersections, as necessary. • Add pedestrian crosswalk striping at the Marsh St and Hobart Ave intersections. SJCDPW-RFP-26-08
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-26-08. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Design Engineering for the State Route (SR) 26 and Jack Tone Road Roundabout Project (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County. The CONSULTANT shall prepare project documentation, plans, specifications and estimates consistent with SJCDPW Standards and Caltrans Guidance documents including but not limited to; Project Development Procedures Manual, Plans Preparation Manual, California Manual on Uniform Traffic Control Devices, Construction Contract Development Guide, and Right of Way Manual. SJCDPW’s goal, for scheduling purposes, is to have the Project Study Report – Project Development Support or other agreed upon alternative Project Initiation Document within twelve (12) months or less from issuance of the Notice to Proceed (NTP). Submission of the sixty-five percent (65%) design completed for the PROJECT within twenty-four (24) months or less from issuance of the NTP. Within this time, the necessary survey data will be collected and analyzed, and the roadway geometry/topography will be identified. Submission of the ninety-five percent (95%) design shall be due on or before thirty (30) months from issuance of the NTP. Right-of-Way activities shall be completed within forty-two (42) months from issuance of the NTP. Submission of the Final signed PS&E shall be due on or before forty-eight (48) months from issuance of the NTP. The deadline for submitting technical proposals to SJCDPW will be no later than 4:00 p.m. on Monday, August 10, 2026. The San Joaquin County Department of Public Works (SJCDPW) requests statements of qualifications from engineering consulting firms to provide on call design engineering support services for miscellaneous projects in San Joaquin County. SJCDPW will establish a list of three (3) to five (5) consultant firms to provide services on an “On-Call” basis. The intent is to obtain, through a Request for Qualifications (RFQ) method of procurement, multiple consultant service Purchase Agreements for design engineering support services for an amount not-to-exceed $100,000 per fiscal year.
