The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

Countywide Traffic Signal Equipment Upgrade Project
The work is located at various intersections throughout the County. The work, in general, consists of removing and replacing existing traffic controllers, and installing video detection systems to replace vehicle loop detectors. Pursuant to the Public Contract Code Section 3400 (c)(2), the Department has designated the Miovision Video Detection System (VDS), including associated products listed in the plans and specifications, as the exclusive VDS for the project. This specification is necessary to complement VDS equipment currently in use throughout the County on existing public improvements. The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from environmental consulting firms to provide professional and technical environmental and planning support services for miscellaneous projects in San Joaquin County on an as-needed basis. The primary task of “On-Call” environmental support consulting firms will be to provide professional and technical services for preparation of technical environmental studies to support California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA) and related environmental documents, such as Initial Studies/(Mitigated) Negative Declarations, Environmental Assessment/Finding of No Significant Impacts, Environmental Impact Reports/Environmental Impact Statements. Consulting services may also include assistance with Federal Highway Administration/Caltrans and Community Development Block Grant/Housing & Urban Development documents, mitigation monitoring and reporting programs, securing resource agency permits, preparation of grant applications, CEQA and NEPA policy and compliance analysis, and training of County staff on specific Environmental topics on an as-needed basis. SJCDPW will establish a list of three to five environmental consulting firms. Each selected (CONSULTANT) will be selected to provide environmental services on an “on-call” basis. Exact services for each project will be established via a Task Order after the On-Call list is determined and prior to issuance of a Purchase Order. The total amount of all task orders to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of procurement for CONSULTANTS will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year. The deadline for submitting qualifications to SJCDPW will be no later than 4:00 p.m. on Friday, June 19, 2020.
