The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-26-07. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Washing Area Complete Streets Project (PROJECT). CONSULTANT will design and engineer the Washington area neighborhood roadway into a "complete streets" corridor, The PROJECT will include the construction of new sidewalks and buffered bike lanes, as well as enhanced intersections throughout the project area. Improvements will be constructed along Washington Street, Del Mar Avenue, Horner Avenue, and Walker Lane. SJCDPW-RFP-26-08
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting firms to undertake, perform, and complete the tasks set forth in Request for Proposals – SJCDPW-RFP-26-08. The selected consulting firm (CONSULTANT) will perform professional and technical engineering services for the Design Engineering for the State Route (SR) 26 and Jack Tone Road Roundabout Project (PROJECT). The selected CONSULTANT will be the highest-ranking CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County. The CONSULTANT shall prepare project documentation, plans, specifications and estimates consistent with SJCDPW Standards and Caltrans Guidance documents including but not limited to; Project Development Procedures Manual, Plans Preparation Manual, California Manual on Uniform Traffic Control Devices, Construction Contract Development Guide, and Right of Way Manual. SJCDPW’s goal, for scheduling purposes, is to have the Project Study Report – Project Development Support or other agreed upon alternative Project Initiation Document within twelve (12) months or less from issuance of the Notice to Proceed (NTP). Submission of the sixty-five percent (65%) design completed for the PROJECT within twenty-four (24) months or less from issuance of the NTP. Within this time, the necessary survey data will be collected and analyzed, and the roadway geometry/topography will be identified. Submission of the ninety-five percent (95%) design shall be due on or before thirty (30) months from issuance of the NTP. Right-of-Way activities shall be completed within forty-two (42) months from issuance of the NTP. Submission of the Final signed PS&E shall be due on or before forty-eight (48) months from issuance of the NTP. SJCDPW-RFQ-20-03
The San Joaquin County Department of Public Works (SJCDPW) requests statements of qualifications from engineering consulting firms to provide on call utility engineering support services for miscellaneous infrastructure projects in San Joaquin County. On call utility engineering support services will include environmental clearances, preparation of plans, specifications and engineer’s estimate (PS&E), coordination, scheduling, and administrative services for miscellaneous infrastructure projects. Registration as a professional engineer licensed in the State of California is required. The professional services will include water, sewer, and storm drainage infrastructure projects on an as-needed basis for each specific project assignment. Specific project assignment may be required to obtain environmental clearance in accordance with National Environmental Policy Act (NEPA) as well as California Environmental Quality Act (CEQA) guidelines. The San Joaquin County Department of Public Works (SJCDPW) is soliciting qualifications from construction management (CM) firms to provide professional and technical construction administration and project inspection services, possibly including construction staking and materials testing, for miscellaneous construction projects in San Joaquin County on an as-needed basis. Professional services may be required for projects including, but not limited to, resurfacing, minor concrete, bridge structures, intersection signalization, street lighting, and water/wastewater facilities for each assigned specific project. Professional services may include, but are not limited to, the following: constructability reviews, servicing as resident engineer, construction management and inspection, surveying, construction staking, contract administration, and project record services. SJCDPW will establish a list of two to three CM consulting firms. Each selected consultant will be selected to provide CM services on an “on-call” basis, and a Purchase Agreement will be executed with each consultant. The total amount of all projects assigned to a selected firm will not exceed $200,000 per fiscal year. Fixed unit pricing and the not-to-exceed amount will be established for each assignment. The method of payment for each assignment will be based on actual cost plus a fixed fee. The method of procurement for CONSULTANTS will be an open and competitive process and will document and support the justification for the selection. The “on-call” list will be in effect for a two-year period with the option of SJCDPW to extend the period for one additional year. SJCDPW-RFP-19-05
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified professional consulting engineers to undertake, perform, and complete tasks set forth in Request for Proposals SJCPDW-RFP-19-05. The selected consultant firm (CONSULTANT) will perform professional and technical engineering services (SERVICES) for the updating and revision of the San Joaquin County Traffic Impact Mitigation Fee Program (PROJECT). The successful CONSULTANT will be requested to enter into a consultant services agreement with San Joaquin County as set forth in the Request for Proposals. The County’s TIMF AB1600 Program was initiated in 1990. Its purpose is to help finance transportation facilities needed to accommodate new and expanded development (residential/commercial/industrial) within the unincorporated County. Since its inception, the TIMF Program has been revised as necessary for clarification, conformance to the County’s General Plan, and to better serve the public. In 2007, the San Joaquin Council of Governments (SJCOG) established the Regional Transportation Impact Fee (RTIF) to help finance large multi-jurisdictional projects of regional significance; the TIMF Program was subsequently updated in 2008 to update the project list to ensure conformance with the countywide Regional Transportation Impact Fee (RTIF) program and to consolidate the fee areas for better utilization of TIMF funds. The County last updated the TIMF Program in 2015 to bring the Program into compliance with the current General Plan as adopted in 2016. The TIMF Program is currently five years old and needs updating to comply with State law.
