The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels, and has the third-largest state-maintained highway system in the country, behind Texas and North Carolina.  

VDOT procures professional services contracts for transportation projects through competitive negotiation, a selection method defined in the Virginia Public Procurement Act (VPPA) §2.2-4300, and in accordance with the Department’s most current professional services procurement manual.
