Project Name: EARLY INTERVENTION FOR YOUTH: Early Childhood and School Age Behavioral Health Date: 2/13/2026 Description: The County of Marin is seeking proposals from qualified agencies to provide Early Intervention Behavioral Health services for children and youth ages 0–18 across Marin County. Six projects are available, organized by age group (Early Childhood 0–5 and School-Age 5–18) and geographic region, with funding ranging from $200,000 to $300,000 per project. Contracts are planned to begin July 1, 2026, for an initial 12-month term, with the possibility of annual renewals for up to four additional years. Awards may be made to one or multiple providers, and funding amounts reflect maximum available allocations. Funded programs must align with the Behavioral Health Services Act (BHSA) Early Intervention framework and focus on outreach, access and linkage to care, and early treatment services and supports. Services must prioritize BHSA-eligible and high-need populations, including children and youth impacted by trauma, homelessness, justice or child welfare involvement, disparities in behavioral health access, and other risk factors. Programs are expected to use evidence-based or community-defined evidence-based practices, provide culturally responsive and linguistically appropriate services, and collaborate across systems of care to prevent escalation of behavioral health concerns and reduce disparities. Project Name: Peer Support/Peer Drop-In Services Date: 3/6/2026 Description: The County of Marin is seeking a qualified provider to operate two integrated behavioral health components: a Peer-Run, recovery-oriented Early Intervention Drop-In Program in San Rafael and Fee-For-Service Medi-Cal billable Peer Support Services. The contract is anticipated to begin July 1, 2026, for a one-year term, with the option to extend up to four additional one-year periods based on performance and funding availability. The drop-in program will offer a welcoming, low-barrier space for adults experiencing early or ongoing mental health challenges, including those with co-occurring substance use disorders, homelessness, trauma, or other complex needs. Services will promote resilience, empowerment, racial equity, and community integration, with programming available in both English and Spanish and inclusive outreach to underserved communities. Funding includes up to $500,000 in the first year for Specialty Mental Health Peer Support Services reimbursed on a Fee-For-Service basis, and approximately $530,000 for Early Intervention drop-in services reimbursed through a tiered daily rate structure. Peer Support Services must be delivered by certified Peer Support Specialists and documented in SmartCare in accordance with Medi-Cal requirements. The program emphasizes recovery-focused, culturally competent, and strength-based services designed to reduce crisis service utilization and improve participant wellness and connection.
