The overall mission of the San Joaquin County Department of Public Works is to plan, design, construct, operate and maintain the County infrastructure, which includes public roads, transportation systems, bridges, water, wastewater, channel maintenance and solid waste disposal systems of the County, in order to best serve the interests of the people. These systems are maintained to protect the health and welfare of the public and the County’s financial investments. Public Works also provides vehicle support for the County, including procurement support, heavy and light vehicle maintenance and repair, and daily rental services.

The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-01A. Selected CONSULTANT will perform professional and technical engineering services for the proposed Blossom Road Bridge 29C-116 and Elliot Road Bridge 29C-249 Scour Mitigation Projects (PROJECT). The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consultants (CONSULTANT) to undertake, perform, and complete the tasks set forth in Request for Proposals (RFP) – SJCDPW-RFP-26-04. Selected CONSULTANT will perform professional and technical services for the proposed Pavement Condition Assessment (PROJECT). The selected CONSULTANT will be the highest-ranked CONSULTANT that has successfully negotiated the terms for award of a consultant services agreement. The selected CONSULTANT or team will be requested to enter into a consultant services agreement with San Joaquin County (County) for the PROJECT. The PROJECT is locally funded. All work shall comply with the County Policies, and American Society for Testing and Materials (ASTM) CONSULTANT will perform an evaluation of the designated County roads, assign a condition score to each segment, and provide recommendations for projects and pavement rehabilitation. The work will generally consist of: • Physically evaluating the pavement condition of the designated County roads and determining a Pavement Condition Index (PCI) for each road segment pursuant to ASTM Standard D 6433 utilizing the modified seven distress method by Metropolitan Transportation Commission • Measuring and scoring roadway segments for roughness per the International Roughness Index (IRI) • Identifying feasible rehabilitation alternatives for each roadway section, if necessary • Creating an Excel and GIS database with a summary of PCI scores • Prioritizing projects and preparing a recommended five (5)-year pavement management plan within a set budget (optional task) • Provide data in two separate formats that will be compatible with upload to Cartegraph (OpenGov) and to Street Saver • Final report on scores and recommendations

SJCDPW-RFQ-19-03
The San Joaquin County Department of Public Works (SJCDPW) requests Statements of Qualifications (SOQ) from innovative engineering consulting firms for On-Call Bridge Engineering Services in support of the San Joaquin County (COUNTY) Highway Bridge Program (HBP) and local Bridge Preventive Maintenance Projects (BPMP). This procurement will be comprised of evaluation of SOQs and presentation-interviews with select firms as described in this Request For Qualifications (RFQ). SJCDPW intends to establish a list of up to three (3) consulting firms to provide support services on an as-needed basis for various bridge projects that become available over the next two (2) years. SJCDPW may also elect to extend the period for new project assignments to a third year. Duration, scope, and scheduling of services will vary with specific project assignments. At the time of project assignment, County will enter into a project specific Independent Consultant Agreement (Agreement). The amount of work for each project specific Agreement will be varied but will not exceed $200,000 annually per project. The method of payment for Agreement will be actual cost plus fixed fee. SJCDPW-RFP-19-02
The San Joaquin County Department of Public Works (SJCDPW) requests technical proposals from qualified consulting engineers to undertake, perform, and complete tasks set forth in Request for Proposals SJCDPW-RFP-19-02. The selected consultant firm (CONSULTANT) will perform professional and technical engineering services (SERVICES) for the Grant Line Road Realignment Project (PROJECT). The purpose of PROJECT is to provide enhanced traffic safety, improve operation of the roadway network, and meet future traffic demands by reducing congestion in the area in and around the community of Banta. County adopted an Environmental Impact Report in December 2018 that identifies a preferred alternative for the PROJECT. Phased work effort: The requested SERVICES will be conducted in two phases. CONSULTANT will complete Phase One first. Phase Two work will be contingent on the outcome of Phase One. Phase One work includes preparation of a Grade Separation Analysis (GSA) in cooperation with Union Pacific Railroad (UPRR), and coordination with the California Public Utilities Commission (CPUC), for a new at-grade crossing per the preferred alternative alignment. Additionally, Phase One requires coordination with UPRR/CPUC for closure of up to three existing at-grade crossings. If the GSA determines a new at-grade crossing is infeasible, the County may opt to refrain from moving forward with Phase Two work.
