RFQ030113 1.1 Scope: The City of Columbus, Department of Public Service is receiving bids until May 6, 2025, at 1:00 PM local time, for construction services for the Pedestrian Safety – Hiawatha Park Drive – Silver Drive to Hudson Street project. Bids are to be submitted only at www.bidexpress.com. Hard copies shall not be accepted. This project involves improvements to Hiawatha Park Drive between Silver Drive/Velma Avenue and East Hudson Street. Improvements consist of the addition of a 10 foot wide shared use path (SUP) along the east side, stormwater control facilities at various tree lawn locations, street tree plantings, sidewalk along the west side, replacement of curb and median islands as necessary, water service line relocations, new curb ramps, and other such work as may be necessary to complete the contract, as set forth in this Invitation For Bid (IFB). All questions concerning this project are to be sent to capitalprojects@columbus.gov. The last day to submit questions will be specified in the IFB; phone calls will not be accepted. Go to www.bidexpress.com in order to sign up. 1.4 City of Columbus MBE/WBE Program: This project is subject to the requirements of the City’s MBE/WBE Program. The MBE/WBE goal assigned to this project is 15.0%. The contract will be awarded to the lowest, responsive, responsible, and best bidder. City certified MBE/WBE firms that submit a proposal may be eligible to receive a bid discount of 5% of the bid amount up to a maximum discount of $50,000.00. To be eligible for the bid discount, the firm must: • Be the prime contractor. • Be certified by the City’s Office of Diversity and Inclusion as an MBE/WBE capable of providing the type of construction services sought by the City at the bid due date. • Be a member of the ethnic and gender groups determined by the City’s 2019 Disparity Study to have a statistically significant disparity in the awarding of City construction contracts. (The eligible groups for Construction IFB’s are all City certified MBE/WBE firms except Hispanic American Male firms.) • Submit a completed Bid Discount / Proposal Incentive Request Form with the proposal. Signals - Downtown Signals Part 2
RFQ030142 1.1 Scope: The City of Columbus, Department of Public Service is receiving bids until May 8, 2025 at 1:00 PM local time, for construction services for the Signals - Downtown Signals Part 2, PID 115410, Capital Improvement Project 545003-100000 project. Bids are to be submitted only at www.bidexpress.com. Hard copies shall not be accepted. This project involves the replacement of existing traffic signals at the intersections of Rich Street with 3rd Street, 4th Street, 5th Street, and Grant Avenue. The signals will be fully replaced including new poles and equipment. New fiber optic cable will be installed within the limits of each intersection to connect the signals to the existing Columbus Traffic Signal System (CTSS) network. Additional work includes the brick walk, drainage structure replacement, new signing and pavement markings, and other such work as may be necessary to complete the contract, as set forth in this Invitation For Bid (IFB). Only pre-qualified prime contractors are eligible to submit bids for this project. ODOT Pre-qualification status must be in force at the time of bid, at the time of award, and through the life of the construction contract. The "prime" contractor must perform no less than 50 percent of the total original price. The DBE Goal for this project is 6%. The City of Columbus is accepting bids for Grandview Yard - Third Ave Railroad Bridge, C.I.P. No. 000459-000001 OPWC Number: DCT02, , the work for which consists of: widening and reconstructing Third Avenue from a point 375' west of CSX railroad bridge to a point 400' east of the bridge. Approximately 300 feet of a new 3 lane roadway, Rail Street, will also be constructed to the south of Third Avenue. A shared use path and a sidewalk will be installed. Drainage, traffic control, and landscape improvements are proposed. The CSX railroad overpass will be replaced. Rail track improvements will also be made at the new overpass structure. The traffic signal at Fifth Avenue and Edgehill Road Intersection will be replaced. The curb ramps and adjacent sidewalk will be installed around the intersection to meet ADA compliance standards.

The project shall consist of the removal of trip hazards resulting from a difference in the elevation of abutting sidewalk panels within the corporation limits of the City of Columbus. The method of repair for this contract will be by saw cutting the panel horizontally to eliminate vertical difference and result in a smooth uniform surface. Grinding, leveling, or other similar repair methods are not allowable for the purpose of this contract. Collection and removal of resulting debris is included as part of the repair and incidental to that work. Any resulting crack or void of ½” or greater is to be filled with an approved material and considered a separate item for payment.
