The City of Piqua Development Department is responsible for overseeing the planning, design, construction, inspection, and administration of public works improvement projects as well as the review and inspection of private development projects.

The Development Department’s goal is to act on behalf of the citizens of Piqua by overseeing all of the public works improvement projects to ensure the high level of quality service that the citizens of Piqua have come to expect from the City’s infrastructure and public facilities.

2026 City of Piqua Comprehensive Plan Update/Replacement
The City of Piqua, Ohio (“City”) is soliciting Statements of Qualifications from qualified planning consultants or firms for the update/replacement of the City’s Comprehensive Plan. The current plan, Plan It Piqua (2007), serves as the long-range planning document for the community and will be replaced through this project with a modern, implementable plan to guide development through the year 2040. The RFQ documentation may be viewed or downloaded from the City of Piqua website piquaoh.gov or here on BidExpress. Interested firms shall submit a complete qualifications package electronically following the naming and submission requirements outlined in the RFQ. Submittal Deadline: 4:00 PM EST, Friday, March 27, 2026 Late submissions will not be accepted. All questions must be submitted in writing via email to the City no later than March 13, 2026. Written responses will be provided via addendum and posted by March 20, 2026. Only written addenda issued by the City shall be considered binding. Proposals will be evaluated based on relevant experience, methodology, qualifications of key personnel, and strength of references, as detailed in the RFQ’s Selection Criteria section. The City reserves the right to reject any or all submissions, waive irregularities, and negotiate with the highest-ranked firm in the best interest of the City. RFQ - 2024 Pavement Condition Index (PCI) and Workplan Update
The City of Piqua, Ohio (“City”) is issuing a Request for Qualifications (RFQ) to identify firms capable of updating the Pavement Condition Index (PCI) of our city streets and alleys. With the updated PCI information for the streets, the firm will be tasked with developing a work plan for the next 5 years that the City can use as a guideline. The City of Piqua is looking to optimize and synchronize our Pavement Preservation Program. Updating the data used to develop this work plan is a priority. Coordination with other departments in the City will be improved with this newest dataset and plan. Firms will be selected for an interview based on their Request for Qualifications submittal. After the set of interviews, a select group of firms will be asked to submit a Request for Proposal. From the RFP’s, a firm will be selected to work with the City of Piqua to complete the contracted work. Firms interested in being considered for selection should respond by submitting their qualification package in an Adobe Acrobat Portable Document Format (PDF) file by email or on a flash drive to the following address by 4:00 PM on the deadline listed above.
