The City of Piqua Development Department is responsible for overseeing the planning, design, construction, inspection, and administration of public works improvement projects as well as the review and inspection of private development projects.

The Development Department’s goal is to act on behalf of the citizens of Piqua by overseeing all of the public works improvement projects to ensure the high level of quality service that the citizens of Piqua have come to expect from the City’s infrastructure and public facilities.

2026 City of Piqua Comprehensive Plan Update/Replacement
The City of Piqua, Ohio (“City”) is soliciting Statements of Qualifications from qualified planning consultants or firms for the update/replacement of the City’s Comprehensive Plan. The current plan, Plan It Piqua (2007), serves as the long-range planning document for the community and will be replaced through this project with a modern, implementable plan to guide development through the year 2040. The RFQ documentation may be viewed or downloaded from the City of Piqua website piquaoh.gov or here on BidExpress. Interested firms shall submit a complete qualifications package electronically following the naming and submission requirements outlined in the RFQ. Submittal Deadline: 4:00 PM EST, Friday, March 27, 2026 Late submissions will not be accepted. All questions must be submitted in writing via email to the City no later than March 13, 2026. Written responses will be provided via addendum and posted by March 20, 2026. Only written addenda issued by the City shall be considered binding. Proposals will be evaluated based on relevant experience, methodology, qualifications of key personnel, and strength of references, as detailed in the RFQ’s Selection Criteria section. The City reserves the right to reject any or all submissions, waive irregularities, and negotiate with the highest-ranked firm in the best interest of the City.
