SCOPE OF PROJECT: This work consists of providing all materials, labor and equipment required for the rehabilitation and asphaltic concrete overlay of approximately 50 miles of rural roads throughout Caddo Parish. Work includes, but is not limited to, milling of existing asphalt road surfaces, superpave asphaltic concrete, asphalt roadway patching, asphalt leveling, asphaltic concrete overlay, pavement markings/striping, shoulder surface aggregate with all associated work as described in the contract documents.
A MANDATORY PRE-BID CONFERENCE will be held on Thursday , March 26 , 2026 at 10:00 A.M. IN THE CADDO PARISH PUBLIC WORKS CONFERENCE ROOM, GOVERNMENT PLAZA, 505 TRAVIS STREET, 8TH FLOOR, SUITE 820, SHREVEPORT, LA. Sign-in will be between 9:30 A.M. and 10:00 A.M. The Meeting will be closed at 10:00 A.M. Persons arriving after the meeting starts will not be allowed to attend the Pre-Bid Conference. Attendance at the pre-bid conference by an officer, estimator or other individual knowledgeable with preparing the bid, is MANDATORY and will be considered a pre-condition for bidder eligibility.
A complete set of Bid Documents may be obtained at the office of Aillet, Fenner, Jolly & McClelland, Inc., 3003 Knight Street, Suite 120, Shreveport, LA 71105. Bidding documents will be available on Thursday, March 5, 2026 at 9:00 A.M.
All Bids must be accompanied by Bid security equal to five percent (5%) of the sum of the base Bid and all alternates and must be in the form of a certified check, cashier's check or Bid Bond written by a qualified, licensed company in conformance with the laws of the State of Louisiana.
Contractors may elect to submit bids electronically via the internet. Electronic bids for the Parish of Caddo are available for submission at www.bidexpress.com. Contractors that wish to submit electronic bids online will be charged a fee by Bidexpress. In addition, contractors shall be required to obtain a digital signature certificate prior to submitting bids online. The bid security required by this solicitation may also be submitted online.
The successful Bidder shall be required to furnish a Performance, Maintenance and Payment Bond on a form provided by the Parish and written in accordance with state law.

No Bid may be withdrawn for a period of thirty (30) days after receipt of Bids, except under the provisions of LA. R.S. 38:2214.

All written Bids unless otherwise provided for must be submitted on, and in accordance with forms provided and properly signed. Bids submitted in any other form may be rejected. Bidders may elect to submit bids electronically via the internet. Electronic bids for the Parish of Caddo are available for submission at www.bidexpress.com. Electronic bidder online will be charged a fee by Bidexpress. In addition, bidders shall be required to obtain a digital signature certificate prior to submitting bids online.
To assure consideration of your bid, all bids and addenda should be returned in an envelope or package clearly marked with the bid opening date and the bid number as follow:
